從公私協力夥伴關係探討閒置交通公共設施之活化－以名間鄉停一立體停車場為例

我國於80年代經濟快速發展，政府大量興建了各類重大公共設施後卻產生了許多閒置的情形而成為「蚊子館」，本研究嘗試以公私協力夥伴關係來探討閒置交通公共設施之活化，並以「名間鄉停一立體停車場」為研究個案，探討其從興建、啟用、閒置、被列管、委外經營、成功活化為旅館、商場、停車場之三合一大飯店（翔禾大飯店）及解除列管之過程，瞭解其閒置的原因和活化過程中，公、私部門如何進行互動和協力解決所遭遇的困難而成功活化閒置之公共設施。本研究經由研究分析和結論，提出以下幾項建議，給其它機關作為辦理同質性閒置交通公共設施活化時之參考，以避免錯誤重蹈覆轍，並加快辦理活化閒置公共設施的腳步。一、成立專案小組擬定活化計畫書；二、善用都市計畫公共設施用地多目標使用辦法；三、利用公私協力委外經營辦理活化；四、改善閒置公共設施周邊的環境；五、與民意機關作好溝通協調的工作；六、適當放寬委外經營的招標條件；七、委外經營後的互動，政府機關應扮演促成者的角色，積極協助廠商解決籌設過程和營運管理階段所面臨的各種問題，如此才可創造公私雙贏的成果。
