自921地震後,防災社區的推動便為臺灣在災害防救的重要課題,既有的推動模式主要以主管機關透過協力團隊進入社區進行輔導為主,十多年來的推動雖建立了可觀的自主防災社區,惟實際的自主運作能力及民眾參與度仍不如預期。由於每個社區各自的人文與天然環境不盡相同,在推動機制上除了推動流程的執行之外,亦需著重社群的參與及民眾培力。本研究探討藉由社參式課程進行社區自主防災推動的成效,以埔里鎮蜈蚣社區為協力合作伙伴,進行多重複合性的防災知能調查與培力的工作坊,而學生及社區居民則共同參與於行動研究。經過四個學期的實作推動後,發現經過培力的居民,從被動的參與態度轉變為主動,且比經傳統推動作為後的居民更能瞭解所居住地的災害潛勢。社參式課程亦發現學生與居民約半學期後便能信任互動,雖每學期參與學生不同,然而社區的災害意識及防災態度均能逐時成長。
Promotion of community based disaster management has been a significant endeavor carried out in Taiwan post the Chi Chi earthquake event in 1999. Normaly the government authority would engage a professional team to assist designated communities to learn and form a disaster self-defense community. Although considerable numbers of disaster resistant communites have been established over the past two decades, many may not function well. The mobility of the residents for a community may be lossing quickly, once the professional team departs after the end of project. Communities differ on aspects of humanity and environment, the task of forming a disaster resistant community should be more than going through a designated program. In this study, a new approach to assist the community become disaster resilient through a social participation course from a university is investigated. The Wugong Community of the Puli Township was the partner of the action research. The study included multiple intergreated questionnairs on disaster awareness and various workshops. As of now, it has been implemented in a span of four semesters, where local residents and students participated together in activities. It is found that empowerment on community residents required significant efforts. After four semeters, it is found that the disaster awareness of the local residents have been strengthed. On the aspect of co-learning, it is found that students and local residents can become learing partners normally ater half a semester, where discussions on disaster matters all become effective. The community would continue to grow on the disaster preparedness with time, even though the student participants are different from semester to semester.
