地方的開發及繁榮往往是透過政府政策的總體規劃實行,而交通建設即是最直接影響地方發展的因素之一。透過交通建設,縮短城市之間的距離,促進地方經濟的成長。本文將探討其交通建設與地方開發之間所產生的依存關係。 本研究目的乃以2006年6月通車的北宜高速公路為例,探討宜蘭地區歷經重大交通建設前後時期地方發展變化及社經發展,並推論預測其未來展望。 本研究係以依賴理論、發展理論,解釋地方連結關係。再以協力理論說明地方之間區域整合以創造共同利益及建立合作機制解決交通建設所帶來的問題。 研究發現,北宜高速公路通車對宜蘭縣的影響,其正面效益為活絡政經發展、強化觀光產業行銷、提升文化活動能量,負面結果係以社會治安及生態環境的問題為重。
The development and prosperity of regions are mostly relied on the overall plans and executions through governmental policies. Transport infrastructure, however, is one of the most directly-affecting factors on local development. By way of transportation, we can not only shorten the distance between cities but also promote local economical growth. This research will focus on the interdependence between transportation and local development. The aim of this study is to instance the Pei-I High way (opened in June 2006) to explore the variations of local expansion and progress of socioeconomic before and after I-LAN region through significant transportation, and therefore we can predict the prospect in the future. The research is based on Dependence and Development Theories to explain the relationship of local connections. Then we use Partnership Theory to explain how to settle the Transport-related issues derived from how regions integrated to create collective benefit and establish cooperative mechanism. And the research also discovered the Pei-I highway has several positive effect on I-LAN region: stimulating the socioeconomic development、reinforcing the tourism marketing and promoting the energy of cultural activities;on the contrary, the mainly negative outcomes are public peace and ecological environment.
