國民小學校長基本能力與專業成長需求之研究

摘要


本研究旨在探討北部四縣市,國小校長應具備的基本能力與專業成長需求,並提出建議,以供國小校長培訓機構及縣市政府教育局課程規劃之參考。本研究採用自編之「國民小學校長基本能力與專業成長需求調查問卷」進行調查。並用平均數、百分比、t考驗及單因子變異數分析,以探討國小校長應具備基本能力與專業成長的需求,及在不同背景變項的國小校長對具備基本能力的重要性及專業成長的需求進行分析。經過統計及分析發現,歸納出以下結論: 一、校長應具備基本能力重要性內容,依據問卷所得資料,發現其重要性認同度落在「重要」以上。 二、國小校長認為應具備基本能力,就其分數高低依序為1、人際關係2、行政管理3、專業能力4、專業知識。 三、國小校長專業成長需求內容,依據問卷所得資料,發現其需求性認同度,落在「需要」以上。 四、國小校長認為專業成長的需求性,依分數高低依序為1、行政管理與變革領導2、專業責任與素養3、公共關係與資源整合4、教學領導與課程發展。 五、不同性別與不同教育背景國小校長,就校長基本能力重要性認同度有差異。 六、不同性別與不同教育背景國小校長,就校長專業成長需求性認同度有差異。 依據上述結論,本研究提出下列建議 一、建議校長培訓機構,規畫校長基本能力及專業成長能力課程。 二、持續辦理校長基本能力培育與專業成長訓練。 三、成立校長培育推廣中心。 四、落實校長評鑑制度及證照制度實施。 五、強化校長終身學習理念,提昇校長基本能力。 六、調整校長心態加強自我評鑑,強化校長專業知能。 七、重視校長教學領導能力的培養,協助教師教學能力,達成教育目標。

This study researches into the essential competencies and the needs for professional development of primary school principals in four northern counties. It also provides suggestions for training institutions and education department of local governments. The study uses self-made questionnaire— “The Essential Competencies and Professional Development Needs of Primary School Principals” as its tool. The collected data was analyzed by an average, percentage, t-test and factor analysis to inspect what basic competencies the principals should possess and the needs for professional development. Also, it is to know the importance of essential competencies to principals of different factors and their professional needs. Through the analysis, the findings are as following: 1. According to the analysis, identification of the essential competencies of principals falls on over “important.” 2. The essential competencies that primary school principals consider they should possess are, from the highest scores to the lowest, “interpersonal relationship,” “administrative management,” “professional abilities,” and “professional knowledge.” 3. According to the analysis, the identification of professional development for primary school principals falls on over “required.” 4. The needs of principals’ professional development include, from the highest scores to the lowest, “administrative management and change leadership,” “professional responsibility and professionalism,” “public relationship and resource integration,” and “instructional leadership and curriculum development.” 5. Principals of different sex and educational backgrounds show significant differences in identifying with the importance of essential competencies. According to above findings, this study offers the following suggestions: 1. For the training institution of primary school principals, plan programs on essential competencies and professional development. 2. Continue to hold the essential competencies cultivation program and professional development training. 3. Establish a principal cultivation and promotion center. 4. Implement principal evaluation and certificate system. 5. Strengthen principals’ life learning concept and uplift their basic competencies. 6. Adjust principals’ attitudes, promote self-evaluation and enhance their professional knowledge. 7. Emphasize the cultivation of principals’ ability in instructional leadership: the ability in helping teachers in teaching and attaining the teaching goals.
