圖書館多元文化服務研究 -- 以台北縣市印尼新娘資訊需求為例

A Study on Multicultural Service in Library–A Case Study of Indonesian Brides' Information Need in Taipei

摘要

外籍女子與臺灣男子間的國際通婚在臺灣社會是近二十年興起，且近五年來日益頻繁的現象。根據內政部統計處於本95年1月19日所發表的「內政統計通報」，截至94年底止，臺閩地區內持有效外僑居留證之外籍配偶人數達14萬1千餘人。嫁來臺灣家庭的外籍新娘，在未做好準備的狀況下進入了臺灣家庭與社會中，不僅面臨了媳婦、妻子角色扮演的問題，更嚴重的是語言、風俗、宗教、生活習慣、文化適應等問題。基於上述現象及圖書館的使命及任務，本研究認為，圖書館有義務去幫助及輔導外籍新娘適應臺灣生活；如何幫助這些外籍新娘融入臺灣社會，被社會接受，同時解決下一代新生兒的教育問題等，是圖書館，特別是公共圖書館應注意及關心的議題。也是圖書館真正發揮社會教育及文化交流功能的時機。

本研究以臺北地區的印尼新娘為對象，以訪談的方式瞭解印尼新娘利用圖書館的經驗，同時探討印尼新娘在移居臺灣後在環境適應、社會融入及認同上的資訊需求，與及分析公共圖書館可提供什麼樣的服務，使印尼新娘能融入臺灣社會。

研究結果分別以七個方向呈現，第一部份為印尼新娘來臺前利用圖書館狀況；第二部份為印尼新娘來臺後利用圖書館狀況；第三部份為印尼新娘的資訊需求；第四部份為印尼新娘解決資訊需求的方法；第五部份為印尼新娘認為她們所需要的服務項目；第六部份為多元文化服務人員的特質期望；最後第七部份為公共圖書館可為外籍新娘提供的服務。

本研究依據研究結果，分別對外籍新娘本身、政府部門、教育單位及圖書館提出建議。對於外籍新娘們，本研究建議其應該：積極主動參與各項課程與活動，多拓展社會支持網絡，及主動說出(speak out)自己的需求。在對政府部門的建議上，本研究各別對於政府部門的：服務內容，服務宣導，服務人員及服務實施上做更進一步的建議。在對教育部/教育單位的建議上，本研究分別對：教育工作的實施策略上，及再特別對教育工作者提供一些建議。最後，本研究再對於圖書館界的：館藏，服務，人員，推廣/宣傳，流通，參考服務，及圖書資訊教育界，各別提出建議。另外也提出一些後續研究的主題建議。

“Foreign Bride” phenomenon has become a serious problem in Taiwan nowadays. According to statistic data from the Ministry of the Interior, till the end of 2005, there are already more than 140000 foreign spouses in Taiwan, and upward 90% of these spouses are female. Being in a new environment, in order to adapt the new living in Taiwan, these foreign brides face a lot of problems, such as: language, cultural, religion, education…etc. On the other hand, library has the function as the learning and the cultural center for its patrons; therefore, library has the duty to help these foreign brides to solve their adaptation problems in Taiwan.

By interviewing the Indonesian Brides in Taipei, the study is eager to know the condition of library using of Indonesian Brides. Moreover, the study hopes to recognize the information need of Indonesian Brides. Further, the study tries to figure out what kind of assist and service that library could offer in order to help Indonesian Brides to adapt the Taiwan’s living.

The results of the study are presented in seven parts. The first part concerns the condition of library using of Indonesian Brides before in Taiwan. In contrast, the second part interests the condition of library using of Indonesian Brides after in Taiwan. The third part considers the information need of Indonesian Brides to adapt the living in Taiwan. The fourth part is regarding how the Indonesian Brides fulfill their information needs. The fifth part is talking about what kind of service that Indonesian Brides need. The sixth part discusses about the criteria of the foreign bride service workers. Last but not least, the seventh part figures out what kind of assist and service that library could offer in order to help Indonesian Brides to adapt the Taiwan’s living.

In conclude, the study offers some suggestions for the foreign brides, government, education workers and library. To the foreign brides, the study advises them to take part in any kind of activities/class actively, to expand their social assistance network, and to speak out their need. In the suggestion for the government, the study figures out some advises of the government services, how to let the foreign brides know about the services, what kind of people is the best candidate as the multicultural service providers, and how to run out the services. For the education worker, the study refers some suggestions both in method and practice. Last but not least, in order to provide multicultural services in the library for the foreign brides, the study recommends some advises for the library collections, library services, librarians and the staffs, promotion and advertisement, circulation, reference services and the library and information education field. Moreover, the study also presents some suggestions topics for the further study.
