臺灣師範大學轉型定位與策略之研究

摘要

本研究旨在探討臺灣師範大學此一個案之轉型定位與轉型策略。以文獻分析、文件分析法、訪談調查、網路調查方式進行研究。其中訪談調查抽取臺灣師範大學人員、嘉義大學人員與教育部官員等十人，以綜合了解臺灣師範大學轉型情形。
本研究內容包括：
1、 探討開放師資培育政策對師範教育體系所造成的衝擊，及其對臺灣師範大學之影響。
2、了解市場化與全球化下的高等教育及其對臺灣高等教育的影響，及其對臺灣師範大學之衝擊。
3、分由文獻與訪談探方式，探討臺灣師範大學所應採取的轉型定位方向；由於臺灣師範大學既具有師範的特性又兼有大學的身分，因此分從師範院校、大學轉型兩方面，就綜合型大學與專責師資培育機構、研究型大學與教學型大學分別探討。
4、分由文獻與訪談方式，探討臺灣師範大學所應採取的轉型因應策略，包括校內整併、校際合作、跨校研究中心、策略聯盟、大學系統、合併等策略，及其相關問題以及可能需要的協助。
5、最後根據研究結果，本研究歸結出師資培育、市場化與全球化等背景對臺灣師範大學的影響；並建議宜朝研究型大學、專責師資培育方向發展；而對於相關轉型策略則分別探討其問題及相關建議。

This study is aimed to explore the transformational position and strategy of the National Taiwan Normal University. In order to understand the situation of the transformation in the National Taiwan Normal University, this study adopted the methods of article analyses, document analyses, interview and Internet investigation.
The contents of the thesis are as follows：
1、Exploring the teacher education system policy affects the normal education and the National Taiwan Normal University.
2、Understanding the marketization and globalization affects the Taiwan higher education and the National Taiwan Normal University.
3、Adopting the methods of the article analyses and interview to explore the transformation position of National Taiwan Normal University, including comprehensive universities, teacher-breeding organizations specialized , research universities and teaching universities.
4、Adopting the methods of the article analyses and interview to explore the transformation strategy of National Taiwan Normal University, including integration in one university, collaboration among the universities, institutes of innovation among universities, strategic alliance, university system, university consolidation / merger, and the related problem of strategy and some supplies.
5、Finally, according to the result of study, this thesis conclude the affects of teacher education system, marketization and globalization on the National Taiwan Normal University. This thesis suggests that National Taiwan Normal should be the research university and teacher-breeding organizations specialized. Besides, it also discusses the problem of transformation Strategy and other suggestion.
