中階公務人員年金知覺、退休傾向與組織承諾之相關研究

摘要


公務人員年金改革自2018年7月1日施行後對公務人員退休生活產生重大影響。依據銓敘部資料顯示,截至2017年底止,我國現有公務人員中,薦任第六至第九職等的中階公務人員占多數,約有122,187人,占公務員人數65.56%,屬於國家的中堅人力,其年金知覺、退休傾向及組織承諾的關係為何是公務人力規劃的重要課題之一。本研究針對此一課題進行中階公務人員問卷調查,問卷發放510份,回收437份(回收率84.31%),結果發現:(1)年金知覺與退休傾向正相關;(2)退休傾向與組織承諾無相關;(3)年金知覺與組織承諾正相關;(4)退休傾向在年金知覺與組織承諾之間不具中介效果。

The Government Employee Annuity Reform Act took into effect on July 1, 2018 and has influenced civil servants' retirement lives. According to the information of Ministry of Civil Service, mid-level civil servants are the majority of civil servants. They were 122,187( or 65.56% ) of all civil servants at the end of 2017. The relationship among perception towards pension, retirement tendency and organization commitment of mid-level civil servants is one of the main issues for all the civil service human resource planning. Focusing on this issue, this study surveyed 510 mid-level civil servants through questionnair and 437 ( or 84.31%) valid ones returned Consequently, the results show : (1) A positive relationship exists between the perception towards pension and retirement tendency; (2) There is no correlation between retirement tendency and organization commitment; (3) A positive relationship exists between perception towards pension and organization commitment; (4) Retirement tendency has no meditating effect on perception towards pension and organization commitment.
