臺灣地區公共圖書館館員專業能力認證研究

本研究旨在瞭解我國公共圖書館館員對於推行「公共圖書館館員專業能力認證制度」之看法，研析館員們對於各項專業知能重要性之看法與自我能力具備程度，做為日後推動圖書館員專業能力認證制度之參考依據。本研究採用問卷調查法，編製「公共圖書館館員專業能力認證制度之看法與意見」量表為研究工具，以國內公私立公共圖書館館員為研究對象，共回收441份有效問卷。本研究結果發現，(一)公共圖書館館員均認為專業知能於其工作職場中具重要性，在各構面專業知能具備程度上以館員之學歷及學科背景最具顯著差異；(二)多數館員對於參與專業能力認證有高度的意願，對於認證制度亦持正面態度。根據研究結果，本研究提出二點建議：(一)公共圖書館應落實人員之教育訓練及獎勵機制；(二)儘速建立我國公共圖書館館員專業能力認證制度。

The purpose of this study is to understand the perceptions of public librarians about the professional certification of librarians in public libraries, and to explore the importance of the professional competencies and librarians’ capabilities. A questionnaire survey was distributed to in-service library employees of domestic public and private public libraries. Overall 441 completed surveys were received. The results of the survey indicate that 1) public librarians understand that professional competencies are important in their workplace, and there is a significant difference in the degree of academic qualifications and subject background of librarians. 2) Most librarians have a high degree of willingness to participate in professional certification, and have a positive attitude towards the professional certification system. According to the results of the study, this study proposes two suggestions: 1) the public library should implement the personnel training and incentive mechanism; 2) professional certification of librarians in public libraries should be planned and implemented as soon as possible.
