苗栗縣國民中小學對特殊教育評鑑結果運用之研究

摘要

本研究旨在探討苗栗縣國民中小學特殊教育評鑑學校端對於特殊教育評鑑結果運用之實際情況與影響學校對特殊教育評鑑結果運用之因素。本研究採質性訪談研究法，以接受苗栗縣105學年度國民中小學特殊教育評鑑之學校校長、特殊教育業務處室主任(輔導主任、教務主任)、特殊教育組長及特殊教育教師(集中式特殊教育班、分散式資源班、巡迴輔導班)共14人為研究對象，採半結構式訪談進行資料分析。
本研究結果如下：
一、學校運用特殊教育評鑑結果情況：
(一)重視學校特殊教育發展。
(二)討論與回應主管機關。
(三)強化學校特殊教育運作機制。
(四)調整特殊教育教學輔導。
(五)改善特殊教育硬體環境。
(六)與利害關係人溝通合作。
二、影響學校運用特殊教育評鑑結果因素：
(一)教育主管機關評鑑追蹤輔導機制。
(二)利害關係人對評鑑結果認同度。
(三)學校組織情境資源。
(四)組織內部溝通合作。
(五)評鑑設計與實施的品質。
最後，依據本研究結果提出建議，以作為教育行政主管機關及學校端未來教育政策之參考。

The purpose of this study was to explore how elementary and junior high schools in Miaoli County used the findings of special education evaluation. This study adopted a qualitative research method with 14 interviews across 4 schools whose special education were evaluated in the academic year of 105. The interviewers included the school principals, directors of special education affairs (dean of students and dean of studies), team leader of special education and special education teachers (for centralized special education class, de-centralized resource class and itinerant counseling class).
The results of this study are as follows:
I.Evaluation findings used by schools:
1.Emphasize the development of special education in schools.
2.Facilitate discussion and respond to the educational authority.
3.Strengthen a mechanism for the operation of special education in schools.
4.Adjust the instruction and guidance of special education in schools.
5.Improve the hardware and environment for special education in schools.
6.Communicate and cooperate with stakeholders.
II.Factors that affect the findings use of special education evaluation in schools:
1.Follow-up and guidance mechanism of evaluation.
2.Recognition of evaluation findings.
3.School organization and resources.
4.Internal communication and cooperation within schools.
5.Perceived quality of evaluation design and implementation.
Finally, recommendations are made based on the results of this study, as a reference for the future education policy at to be implemented educational authorities and schools.
