我國大學校院推動衍生企業之研究

本論文主要探討我國高等教育於全球化激烈競爭、創新轉型、產業升級及少子女化衝擊下，大學圖像發展趨勢，逐漸從自主研究轉型為與社會、產業、政府更緊密合作並強調創新創業。大學推動衍生企業則試圖將大學技術、知識與產業作更緊密結合，進而促發知識及產業創新，使大學研發能量能與社會發展鏈結。大學推動衍生企業不僅是「制度建置」問題，更是涉及大學「多元價值之論辯」，惟目前這些臺灣都還在起步階段。準此，本研究目的在於：一、探討我國大學衍生企業之發展脈絡、現況樣態與發展模式。二、研析主要國家推動大學衍生企業之發展及足以借鏡之措施。三、分析影響大學推動衍生企業之因素與層面。四、探究我國目前推動大學衍生企業所面臨之相關問題與挑戰。五、探討我國大學衍生企業因應上述問題之可行措施。六、研提我國推動大學衍生企業之相關政策建議。考量上述研究旨趣及目的，本論文涉及多元且專業觀點，因此，採質性研究取向，透過4場焦點座談、深度訪談15位學者專家及相關文件分析，結合國內案例蒐集，以獲致專家意見。此外，透過研析美國、英國、德國、日本、韓國及中國大陸大學等各國家推動大學衍生企業之相關措施。進而分析我國大學校院推動之三種樣態：「技術作價持股」、「資金投資持股」、「投資控股公司（間接持股）」，及研析多元價值觀與政策新論述、相關法規鬆綁、人才交流、管理機制、設備投入及課程創新等相關議題，最後提出結論，並針對政府機關、學校及企業研提相關建議。

To deal with the impact of global competition, innovative transformation, upgrading industry and low fertility, this study mainly focuses on the development tendency of universities in Taiwan which has shifted from the isolation to the cooperation with the society, industry and government. To accomplish innovative transformation of higher education, university spin-off companies combine the technology and knowledge of universities with the industry more tightly, produce the knowledge and start the creation and transformation of enterprises. University spin-off companies are not only about the establishment of the institution, but also about the debate on multiple values of universities. Therefore, this study investigates the topics as followed: 1. The discussion about the background, the situation and the development patterns of university spin-off companies in Taiwan, 2. The policies of university spin-off companies in the main developed countries, 3. The factors and aspects to affect the policies of university spin-off companies, 4. To investigate the problems and challenges of university spin-off companies, 5. The possible measures to cope with the issues above, 6. To provide the suggestions of the policies of university spin-off companies in Taiwan. Because of the research purposes above and this study involving multiple and professional viewpoints, this study collected and analyzed the data in the qualitative research methods, including 4 focus group interviews and interviewing 15 scholars or experts. Besides, through analyzing the policies of university spin-off companies in the main developed countries like the U.S.A, the U.K., Japan, South Korea and China, this study provide suggestions on the short-term, medium-term, long-term policies.
