This study aims to explore and compare the scale expansion of cross-strait higher technological and vocational education through adopting comparative education research method. Firstly, it elaborates the current situation of the development of cross-strait higher education using the theory of higher education expansion and related literature review to serve as a basis for follow-up comparison. Secondly, it describes the development stage and the current situation of the scale expansion of cross-strait higher education as well as explores the factors, development process and results of the scale expansion of cross-strait higher technological and vocational education, and then makes a comparison between the two. According to research findings, the paper puts forward some practical suggestions for the development stage and current situation of the scale expansion of cross-strait higher education as well as for the political development, economic construction, social needs, scale expansion, quality improvement, multiple characteristics, expansion model, expansion method, academic status and problems faced of the scale expansion of cross-strait higher technological and vocational education.
