知識管理融入軍事教育組織建構研究-以聯合後勤學校為例

摘要


國防部於四年期國防總檢討(Quadrennial Defense Review,簡稱QDR)中明確表示:國軍在民國100至103年將逐步朝向募兵制的推動,將國軍現有二十七萬多的總兵力,調降為二十萬人,在精兵強軍的政策下,以有效兵力,鞏國國防;募兵制的實施為國防建設上重大的改革,未來國軍對於人力需求將由「量」的需求,轉向「質」的提升。 為整合三軍聯合後勤體系,專業專精知識管理,精進組織效能,追求效益而爭先推動「扁平化、高效率、快速、精準」革新方案,軍事教育以推動專業訓練及教育為目標,精進整體後勤教育體系為重點,培育軍、士、官兵之技勤專業,導入知識管理更是不容輕視;為此本研究針對聯合後勤學校推動知識管理目的與具體做法進行探討。 軍事教育組織是培育國軍軍事幹部的主要發源地,軍事教育組織教官若能推展知識管理之理念,塑造出知識管理學習環境,提升教官教學能力,對於培育國軍基層官、士、兵之技勤專業知識將會產生數倍乘數效果,實有推動知識管理之必要。基於上述原因,如何將知識管理融入軍事教育組織,塑造出知識管理的學習環境,以有效提升教官本質學能及教學效能,並培育國軍軍事幹部菁英,則是本論文所要探討之方向,也是本論文之研究動機。本研究首先就聯合後勤學校如何推動知識管理的與部隊後勤實務學能相互結合並提升學校效能之相關文獻進行資料的蒐集及探討,進行問卷設計及測試,總共發出217份問卷,回收的有效樣本數為200份。資料分析採用的統計方法包括描述統計、因素分析、單因子變異數分析、相關分析等。根據分析結果,本研究獲得以下結論。 研究結果發現聯合後勤學校知識管理能力的內涵包括知識管理促動能力及知識管理建構能力,知識管理能力會影響學校效能,且彼此關係密切。整體而言,聯合後勤學校的知識管理能力屬中等程度,其中以知識管理促動能力較佳,知識管理建構能力稍差;教官及助教對知識管理能力的覺知,隨背景因素不同而有顯著差異;故聯合後勤學校應吸取經驗、積極建構及加強知識管理能力,提昇教學效能。

In order to integrate the logistic system of the armed forces consociation, the professional good at knowledge management, the aggressive organization effect, pursues efficiency and fights to be first promotion"flat even turn, high-efficiency, rapid and precise" to reform a project, military education with promotion professional training and education for target, the aggressive and whole logistics educates the system as point and cultivate the skill of soldier, private and government troops frequently professional, duct into knowledge management to allow of no slight more; Aim at to unite logistic promotion knowledge management purpose in school and concrete modus to carry on a study for this research. Military's educating organization is the main source that cultivates an army military staff, if military education organization military instructor cans promote the principle of knowledge management and molds the environment of the knowledge management learning and promotes the ability of the military instructor teaching, wills produce several multiple effect for cultivating an army the skill frequently professional knowledge of the grass-roots officer, private and soldier and actually has the necessity of promotion knowledge management. According to the above-mentioned reason, how integrate knowledge management into military education organization, mold the learning environment of knowledge management with effectively promoting military instructor essence and learning can and teaching effect, and cultivate an army military staff elite, then BE the study that this thesis wants of the direction is also the research motive of this thesis. This research unites first how the logistic school push the knowledge management of learn with the troops logistic actual situation can combine and promote the collection of effect in the school to carry on the collection and study of data mutually, carry on questionnaire design and test, altogether send out 217 questionnaires, the effective sample of recall counts to 200. According to analytical result, this research acquires to draw a conclusion. Study a result detection unite logistic knowledge management ability in the school of the content include the construction ability of the knowledge management 促 kinetic energy power and knowledge management, the knowledge management ability will influence effect in the school, and each other relates to closely. By all accounts, the knowledge management ability that unites a logistic school belongs to medium wait for degree, among them with the knowledge management 促 kinetic energy power better, the knowledge management constructs ability slightly bad; The military instructor and teaching assistant knows to the knowledge management ability's feeling, with background factor different and have notable difference; Past unite the logistic school should absorb an experience, aggressive construction and strengthen knowledge management ability and promote teaching effect.
