公共職業訓練對非自願離職者之就業成效探討-以公立就業中心為例

摘要


近年失業率以及失業問題已成為社會各界關注的公共議題。政府亦積極推動各種政策措施以緩和高 失業率對社會所造成的負面影響。我國政府規劃整合失業給付、就業服務、職業訓練三項措施於各地區 就業服務中心協助服務非自願離職失業民眾。希望透過就業保險相關津貼給付,照顧因非自願離職而失 業者在失業期間的經濟安全,進而促進再就業,並縮短其失業期間。 本研究主要目的在了解非自願離職者透過公立就業中心推介參加職業訓練,結訓後再就業之成效探討。藉由分析不同的學員屬性統計變項來觀察其參與職業訓練後的就業時間之關聯性,政府津貼的請領是否影響後續再就業之成效。 針對研究結果加以討論並提出具體建議,亦將未來研究可行性方向提出探討與說明,以供後續相關研究者之參考。

In concern to all sectors of society. The Government has also actively promoted various policy measures to alleviate the negative impact of high unemployment on society. The Chinese government plans to integrate unemployment pay,employment services,and vocational training in various regional employment service centers to assist involuntarily leaving the unemployed. It is hoped that the employment insurance-related allowance will be used to take care of the economic security of the unemployed during the period of unemployment due to involuntary separation,thereby promoting re-employment and shortening their unemployment period. The main purpose of this study is to understand the effectiveness of involuntary resignees in promoting vocational training through public employment centres and re-employment after training. By analyzing the statistical variables of different student attributes to observe the relevance of their employment time after participating in vocational training,whether the request for government subsidies affects the effectiveness of subsequent re-employment. The research results are discussed and specific suggestions are put forward. The feasibility direction of future research is also discussed and explained for reference by relevant researchers.
