精進全民防衛動員整備之研究－
以桃園市某國立高中推動全民國防教育成效之探討

希臘哲學家亞里斯多德(Aristotle)曾說：「教育是最廉價的國防」，在我國家安全仍受到嚴重威脅的今日，實應積極推動全民國防教育，以落實全民國防，確保國家的安全與繁榮。全民國防雖在維護國家安全上扮演重要角色，但要貫徹卻相當不容易。關鍵在於要動員全民力量，必須先獲得全民支持，否則很容易淪為口號與空談。而國防共識的建立與技能的養成，必須依靠系統性的教育才能完整有效，因此「全民國防教育」將扮演重要的角色，期望透過系統性的教育，讓國民均能建立維護國家安全的共識，並具備基本防衛技能，才能在國防有需要時順利投入，在不同崗位各盡其責。而「學校青年」更是全民當中最充滿活力的一群，也代表著國家未來的希望，其潛在的動員力量不容小覻，更應當是政府應該注重與規劃的重要工作。因此本研究的動機是基於上述的因素，針對高中職校青年學生所實施之「全民國防教育」現況進行研究，以為精進「全民防衛動員」工作規劃之參考。

Therefore, the motivation of this study is based on the above factors, for high school vocational school students to implement the "national defense education" to study the status quo, in order to improve the "national defense mobilization" work plan reference.
