運用物流管理技術，精進陸軍補給作業之探討－以零附件補給為例

摘 要
作戰時後勤支援的良窳，將直接影響作戰部隊戰力之發揮，且關係防衛作戰之成敗佔有重要之地位，過去國軍部隊組織龐大單位種類眾多，以致形成後勤補給之鈍重性，歷年來經過數次變革，具體的精簡組織結構，但是後勤組織均以裁、移及併編方式實施調整，只精簡了作業單位與人員，補給作業方式及流程並未簡化，不僅未能解決當前的問題，相對的增加了部隊的困擾。
鑑於物流發展已為現代趨勢，在社會發展中佔有相當重要的地位，國防部98年「中華民國四年期國防總檢討」亦將運用物流管理技術，作為聯合後勤能力未來發展目標，故個人擬以物流觀點，探究陸軍後勤補給之需求、獲得、儲存及分配等補給作業及資訊，做一整體之檢討與分析，進而建立一套「物流化」的補給模式。
本研究首先探討物流的緣起、發展與現況，研究其關鍵因素及帶給我們的啟示，並檢討陸軍零附件補給作業流程與現況，發掘補給作業相關問題，提出改善、規劃建議，進而研析作戰區成立「物流中心」之可行性，期能提升補給效率，以達適時、適質、適量有效支援作戰之目的。

Abstract
In war time, logistics plays an important role in the performance of the combat troops and the success or failure of the
defense war. In the past time the Military organizations were so big and complex that logistics operations were slow-motion. Although many programs of reformation and organization-streamline had been implemented in the Military for years. Yet the reformation programs are only focused on reducing, transferring or merging the organizations and personnel. The operation procedures of logistics remain unchanged without simplifying that the reformation didn’t solve the problems but increased troubles to the troops.
In virtue of logistics innovation is a modernization trend and plays an important role in social-development the Ministry of Defense set “logistics management technique”as the development target of the military joint-logistics in 2009 Chinese Four-Years National Defense Review. Based on my personal opinion of logistics I studied the demand, receiving, storage and distribution operations and information of the Army-logistics to make an integral review and analysis in an attempt to establish a “logistics supply mode”.
This study first explored the origin, development and recent situation of the Logistics and studied their related factors to get some inspirations. Then it studied the recent situation of parts and accessories of equipment supply procedures of the Army to find out problems in the supply operation and figure out proposals of innovation and planning in an attempt to study the feasibility of establishment the Distribution Center in battlefield region that can promote efficiency of supply system to support the combat on right time, with adequate quantity and quality services.
