集中式污水處理廠相較於人工溼地、礫間處理等現地處理設施而言,存在興建期程長、維護成本高、缺乏補注乾枯河段機制等問題。為賦予污水處理廠更多元功能、減輕營運壓力,規劃後續轉型方案將日益重要。污水處理廠轉型能資源利用探討範疇廣泛,包含太陽能、風能、生質能產物利用、土地資源利用、水資源回收利用、有機廢棄物堆肥、厭氧消化處理、廢棄物衍生燃料等。且轉型議題涉及層面廣,為確保轉型議題及條件具體可行,舉凡法制、技術、經濟等因素皆納入考量,此外,本研究對於國內主要環保設施現況進行瞭解後,研擬具體轉型方案,再以SWOT分析及戴明PDCA管理循環等管理工具,探討設置條件不同之轉型方案比較及差異,以供未來推動轉型方案時,研擬改進方式與預期目標參考。 本研究藉由文獻回顧瞭解國內民生污水處理設施發展,可知目前已朝興建污水下水道與現地處理設施並行。因此,為發揮最佳處理效能,應針對區域特性、污染程度、整治需求差異,設置符合需求之設施。另外,本研究彙整國內同樣面臨轉型壓力之案例,以瞭解其推動轉型方案思維及預期效能。為確保轉型議題具體可行,應先對法制、技術、經濟等層面進行現況分析,以利轉型方案執行。經本研究歸納後發現「土地資源」、「水資源」、「有機廢棄物資源化」、「風力」、「太陽能」、「廢棄物衍生燃料」等議題符合轉型方案規劃需求。各轉型方案則以SWOT分析,掌握所面臨優勢、劣勢、機會、威脅,就個案分析結果,可知污水處理廠之土地面積大小,將影響轉型方案推行之效能。由於污水處理廠原始設置條件不同,本研究另歸納出大型污水處理廠多元轉型方案、水資源回收中心轉型方案、綜合污水處理廠轉型方案等三類設置條件不同之規劃,提供後續推動參考。
Centralized sewage treatment plant compared to the artificial wetland and grave processing handled between facilities requires a long construction period, high maintenance cost and lack of sidebar issues such as dry river system. The planning of subsequent transition programs will become increasingly important in order for reducing the operating pressure and raising the multifunction of sewage treatment plant. There is wide range of resource use including solar, wind, biomass energy products to use, use of land resources, water recycling, organic waste composting, tired oxygen digestion and waste derived fuels can be exploded for sewage treatment transformation. Moreover, to assure the possibility of transformation either on the topic or on the condition, all the factors including the legal, technical and economic should be considered. In addition, after study on the current environmental protection facilities , We will develop specific transition programs and will support with the managing methods of SWOT and Deming PDCA to analyze the difference on each different transformation proposals in order to obtain more information for further transformation reference either on improving method or the planning target. By reviewing of the literature about the development of domestic sewage treatment facilities we know that the construction of sewers and treatment facilities are in parallel in people’s livelihood. Therefore, it should be set up on regional characteristics, pollution, remediation requirements and other factors in order to obtain the best benefit. In addition, the Department of transformation of the whole country is facing the pressure of other cases. Through the program we understand the thinking and promote the transformation of the expected performance. Transformation of the feasibility issues involved in legal, technical, economic level, should be overcame in order to facilitate implementation. The study includes "land resources", "Water", "organic waste recycling," "Wind", "solar energy", "Waste-derived fuel" and other topics for the transformation program reference. Using SWOT (Strength , Weakness , Opportunity , Threaten) to analyze each proposal of transformation , we obtain the result that size of sewage treatment plant will affect the efficiency of the transformation . Since the primitive establishment condition is different, the subject of the research is also to work out another three different kinds of transformation proposal (they are large scale sewage treatment, water recycling center , integrated sewage treatment plant ) with different establishment terms for further reference in subsequent impetus .
