對外直接投資對台灣製造業出口競爭力影響之研究

摘要

自1980年後，台灣製造業對外直接投資金額逐年增加，廠商對外直接投資究竟對國內產業造成怎麼樣的影響？是否會因廠商對外直接投資而減少了國內生產排擠了國內投資，使國內產業競爭力下降?抑或是廠商為了擴展市場版圖取得關鍵技術，進行對外直接投資時亦致力於國內產業的轉型與技術提升，進而提高國內產業競爭力?這是本文想深入探討的問題。

由過去的文獻可以發現，大多文獻皆探討對外直接投資和出口貿易額之間的替代或互補關係，較少文獻探討對外直接投資對於出口競爭力的影響為何，因此本研究以此為出發點，使用顯示性比較利益指數(Revealed Comparative Advantage, RCA)，觀察近二十餘年台灣製造業中業別產業出口競爭力的變化趨勢，並且進一步使用Panel Data分析法中的一元固定效果模型(One-Way Fixed Effect Model)，針對近十年來對外直接投資對台灣製造業出口競爭力的影響做分析。

實證結果顯示，台灣產業在世界上仍具出口競爭力且優勢持續上升的產業有電子零組件製造業、石油及煤製品製造業、化學製品製造業、化學材料製造業、基本金屬製造業等；而在世界市場上仍具出口競爭力但優勢逐漸遞減的產業為紡織業、塑膠製品製造業、金屬製品製造業等。再由迴歸結果得知，對外直接投資對於台灣製造業出口競力有顯著正向關係，不論國內廠商是以降低生產成本或是技術市場考量等目的，前往國外進行對外直接投資，皆意味著廠商在進行全球運籌下的布局，能帶動台灣製造業的出口競爭力。

Outward foreign direct investment from Taiwan manufacture has been increasing each year since 1980. How does it affect domestic manufacture? May this investment decrease domestic product and investment in Taiwan? Furthermore, may it decrease domestic competitiveness? Or may our local factories put investment overseas and make efforts on conversion of local manufacture and improvement of technique? This is the following discussion.
Form the researches in the past, they most showed how investment overseas and gross export value worked together. Not many researches did show how investment overseas affected export trade. As a result, based on this reason, this paper is going to show the trend of export trade with Revealed Comparative Advantage, RCA in past twenty years. And then with one way of Panel Data, One-Way Fixed Effect Model, this paper is also showing how outward foreign direct investment has affected export trade for the past ten years.
As the prove, local manufacture in Taiwan, such as Electronic Parts and Components Manufacturing、Petroleum and Coal Products Manufacturing、Chemical Products Manufacturing、Chemical Material Manufacturing、Basic Metal Manufacturing, is still competitive and getting advancing worldwide. However, manufacture including Textiles Mills、Plastic Products Manufacturing、Fabricated Metal Products Manufacturing is competitive but less advancing. As the result of regression, outward foreign direct investment has positive effect on local manufacture in Taiwan. Despite outward foreign direct investment for decreasing product cost and marketing, it stillpromotes our local manufacture.
