隨著經濟及社會發展,台灣家庭飼養寵物已是非常普遍的現象,且種類逐漸多元化;然而,隨著飼養寵物的數量增加,流浪動物的問題也益發嚴重。因此本研究藉由問卷調查的方式,探討民眾飼養與棄養寵物的行為,並對於政府之寵物管理法令、行政措施等提出建議。 本研究的調查抽樣對象為台北市居民,綜合文獻探討及回收問卷統計分析結果,獲得以下發現:在各式各樣的寵物中,犬仍是最常見的種類,其次是非犬貓類的寵物;另有許多家庭會飼養2種以上的寵物。現代人為了陪伴、小孩想養及本身喜歡動物等心理因素而飼養寵物,也願意花錢購買寵物及相關商品;飼養寵物的年平均支出約為22,830元,但喪失飼養寵物權利的平均願受補償為58,294元,飼養寵物確實帶來很大的心理效益。飼養寵物帶來的各種問題,會減少許多飼主的飼養意願,甚至不願再養。 目前我國的寵物管理法令及行政措施仍有許多不足之處,且民眾的認知程度不高,以致於難以提升管理效率。本研究建議,政府應強化民眾的教育宣導、將犬隻以外的寵物予以加強管理、協助飼主解決飼養問題及提供管道處理不續養的寵物等,以減少棄養的行為。
As the economy and society develop, keeping a pet and the wide variety of choices have become ubiquitous in Taiwan families. However, stray animals are becoming an immense problem along with the increase of pet owning. In light of this, the research employs questionnaire-survey approach to discuss the public’s behavior of keeping and abandoning pets, while giving advice to the laws and administrative measures on pet management. The sample of this study includes residents in Taipei City. Through literature review and statistical survey, this study has found that dogs are still the number one choice in all pets, where cats ranked second in line. A lot of families own more than two kinds of pets, and the reasons people nowadays have pets could be because of companionship, the kids, or that they themselves are animal lovers. These people also spend big bucks on buying pets and related merchandises. The annual expenditure on pets is about $22,830NTD, but the average compensation for losing a pet is $58,294NTD, showing significant psychological effect pets provide. All the problems pets bring will prompt the owner to become less favorable to the animal, or even choosing to abandon them. So far, there are many shortcomings in the laws and administrative measures regarding pet management, and the low degree of awareness in public is a barrier in management efficiency. To prevent pets from being abandoned, this study suggests government strengthens public education, intense management on pets other than canine, help resolve the pet problem and provide resolution to abandoned pets.
