金融管制政策之執行評估： 以二次金改金融整併政策為例

An Analysis of Implementation Evaluation of Financial Regulation Policy in Taiwan: A Study of the Second Bank-Merging Reform

摘要

本文以質化訪談（In-depth Interview）與文獻分析（Literature Data Review）之研究方法，探討二次金改之金融整併政策，從政策執行與評估理論中建構政策執行評估模式，作為評估二次金改政策執行的績效與問題；並從執行評估角度探討金融整併政策執行過程中所出現的問題與困境，提出政策建議，作為後續政策推動之參考。
研究範圍為二次金改中「政府引導」（government-led）之8個公股整併案例，綜合理論與實證研
究結果歸納後，發現二次金改之爭議主要是在「標的團體」、「執行機關」與「環境因素」三者循環互
動之過程所產生，其中「Smith執行模式」較為忽略的政治因素，對於利害關係人彼此的互動以及與
政策執行的互動，皆有相當關鍵的影響，經過新聞媒體、政論節目之傳播與引導下，讓社會爭議對政
策執行的傷害發揮到最大。
二次金改金融整併政策執行的過程中，「政策執行」、「社會支持度」與「政策執行環境」三者形
成彼此互動的循環，政策執行不良造成社會支持度低落，低落的支持度造成執行環境更艱難，其二使
政策執行急遽直轉，加上執行上再度出現爭議、社會環境的演變，執行環境演變得更加惡劣，最後政策無法繼續推動，政策執行因而終止。
金融改革在新政府上任之後持續進行，但與二次金改之執行內容與執行方向皆有所差異，筆者認為未來可從以下兩方面繼續研究，即二次金改之政策執行對於新的金改方向的影響，以及金融整併政策執行評估之再研究。

The purpose of this research is to construct the theory of implementation evaluation of the study of the second bank-merging reform identified using an in-depth interview and literature data review. In order to evaluate the performance and issue of second bank-merging policy enforcement, bringing up suggestions to the policy for the future policy to have more advantage to implementation of policy.
The theme selected includes the 8 figures bank merging cases by government-led. Based on the research findings, the main conflicts of second bank-merging reform are the interactions by「target group」、「executive institution 」and「environmental affects」, besides, political affects and the media has a significant role in the conflict.
After the new government has come into control, financial regulation policy has been continued, although the revolution differs to the second bank merging-reform, the author recommends that there is more to be investigate from the impacts of second bank-merging reform on financing regulation.
