本論文主要是研究台灣遠距教育校院在面對大學林立、少子化及校務基金自負盈虧等內外環境嚴峻變遷威脅下,經營策略的擬定,可協助學校掌握社會、政治及經濟環境變遷趨勢脈絡,瞭解其內部優勢、劣勢和辨識外部機會威脅各為何?本研究採取文獻分析法與深度訪談法作為主要研究方法。透過文獻分析法,瞭解各國遠距教育校院及我國-國立空中大學之實務經驗、藉由經營策略相關理論之蒐集與建構,提出CORPS/SWOT理論模式架構,再透過深度訪談法,蒐集國立空中大學利害關係人對遠距教育校院經營策略之看法。 本文透過學生事務層面、業務運作層面、政策資源層面、參與團體層面及服務系統層面等五大面向之問題建構設計,整理、歸納與分析受訪者相關意見,進行不同的策略組合,共建構出76個研究發現。並藉由研究發現之指標建立,提出下列10項政策建議,俾利台灣遠距教育校院參考,以期提昇競爭優勢,達到永續發展之經營目標: 一、國立空中大學定位明確化、目標具體化。 二、落實校務及教學評鑑、提升教學品質。 三、學系課程重新規劃定位、改善開課流程。 四、改善軟硬體資訊設備、發展網路大學。 五、設置教職員工專業成長中心、定期辦理專業在職訓練或交流座談會。 六、強化行銷策略、專人專責確實執行。 七、賡續拓展策略聯盟機制,尋求隱形客戶。 八、積極建置學生志工服務制度。 九、發展數位化教科書、教材資料庫數位化。 十、善用教育部委辦「遠距教學交流暨認證」經驗,設置成立研究所之長程目標。
The thesis aims to frame management strategies for Taiwan distance education colleges when they are encountering the menaces derived from the environmental changes such as outnumbered colleges, the tendency to have fewer children, and school founds to be responsible for its own profit and loss. This could help schools to understand the trend in the society and political and economic environmental changes, to know the internal strengths and weaknesses, and to distinguish the exterior opportunities and threats. Literature review and in-depth interview are the main approaches in this research. Through the analysis of literature, the practical experiences of distance education in foreign countries and National Open University in Taiwan were gained, the relevant theories of management strategy were collected and framed, and the frameworks of the theories in CORPS/SWOT were addressed. Through the in-depth interview, the data of National Open University sponsors’ perspectives on the management strategy of distance education were collected. This text is designed by five aspects: student affairs, business operations, policy resources, participant groups, and service systems. And then the relevant suggestions of interviewees are sorted, concluded and analyzed to proceed the different combinations of the strategies, and finally 76 research discoveries are made. And the following 10 policy suggestions were addressed by the research to give the colleges of distance education in Taiwan some references, in hope of improving the competing strengths and achieving the goals of permanent development: 1. Set a clear position and a specific goal of National Open University 2. Implement school affairs evaluation and teaching evaluation; improve teaching quality 3. Plan and position Department curriculum again and improve the process of delivering courses 4. Improve software/hardware information equipment and develop Network University 5. Set up the faculty professional development center and hold periodically professional on-job training or information exchange forum 6. Strengthen marketing strategies with execution by specific staffs 7. Continue to develop Strategic alliance mechanism in order to look for invisible customers 8. Aggressively establish student volunteer service system 9. Develop digital textbooks and digitize teaching material database 10. Properly use the experience of Distance Education exchange and authentication network organized by Ministry of Education and set up the long term objective of establishing graduated schools
