外勤女警勤務適應之研究─以台北市中正第二分局為例

摘要


隨著社會形態的變遷,「男主外、女主內」的傳統之分工模式日趨式微,幾乎各行各業都可看到女性工作的身影,「兩性議題」亦成為眾所矚目之焦點;而陽剛的警察組織,職司事前危害防止與事後犯行追緝的任務,為遂行任務,通常須採取各種的實力手段,傳統上向來被認為專屬於「男性」的行業,也因此便成為女權團體關注有無落實「兩性平權」之指標。故警政主管機關基於兩性平權之理念,全面檢討女警政策,並自93年起律定警校畢業之員警將不分男女一律至第一線從事外勤基層警察工作,也因此而衍生出女警從事外勤勤務之相關問題。 本研究除蒐集探討有關「警察組織與工作特性」、「工作適應與工作壓力」、「性別差異與性別角色」及對「女性在警察職場的處境與適應」等議題之文獻外,並分析實務上警察外勤勤務之工作內容與特性,運用上述對實地問題了解與分析後所得的資訊,於研究期間內設計訪談問卷,針對外勤主管與女警進行深度訪談,期以發掘女警從事外勤勤務可能遭遇之問題與確切原因後,針對女警適應之「問題與特性」擬訂相關配套措施,提供警政相關單位未來擬定女警政策及協助女警適應外勤工作之參考。 經以臺北市政府警察局中正第二分局為研究對象,研究結果發現如下: 一、外勤女警在警察職場中適應情形: (一)女警對於外勤勤務之調適尚稱良好,惟仍有安全之顧慮與壓力。 (二)女警對於外勤警察工作之基礎法令與體技能需求仍有待強化。 (三)女警於職場仍有可能遭受來自內部與外部之偏見。 (四)女警生活與生理調適情形尚未對於工作表現與外部觀感有顯著影響。 (五)自我激勵與工作成就來源需要經由角色的認知。 二、派出所主管對於女警從事外勤工作應扮演積極支持者角色: (一)對於女警運用方式與勤務分配,應兼顧公平合理與尊重性別差異。 (二)派出所主管對於女警角色扮演的呈現與調適具有關鍵地位。 (三)主管可扮演有效的啟發及協助壓力調適與提昇工作成就角色。 最後依研究發現與結果提出建議如下,期能供相關單位參考之用: 一、外勤女警執行深夜攻勢勤務應有配套。 二、加強女警對於外勤警察工作之基礎法令與體技能訓練。 三、加強溝通宣導,減少職場歧視。 四、持續改善駐地廳舍與應勤裝備,因應實際需求。 五、各級主管常年訓練或研習,應納入性別議題。

With the change of social patterns, the idea "man are breadwinners; women are homemakers" became out of date. Nowadays, females are employed by most of industries. Therefore, "gender issue" is gaining more and more attention. The function of police, stereotypically a masculine organization, is crime prevention and investigation. Police is required to use any means of strength for task fulfillment, so it is traditionally considered as "male exclusive industries". Consequently, women rights organizations regard it as one of index of gender equality. Hence, the police authority had entirely modified the female police policies based on the philosophy of gender equality. Since 2004, police college graduates are assigned to grass-roots units, no matter their genders are. Thus, some issues related to policewomen on field duty are amplified. In the research, literature about " police organizations and career characteristics", "adaptation and stress of works", "gender issues" and "situation and adaptation of policewomen in workplace" will be reviewed and discuss. Furthermore, characteristics of practice duties and the police field work are analyzed. By extracting the information from field, questionnaires are designed for field supervisors and female police officers. After detecting the problems and precise reasons of policewomen field duties, proposing remedies to the problems and characteristics of policewomen adaptation, to contribute the future female police policies to improve policewomen work adaptation. Set Zhong-zheng Police District, Taipei City Police Department as an example, research findings are as below: A. The adaptation of female police in field duty. a) Policewomen accommodate to field duty well; however, safety issues are still stress and concern. b) Lawful and physical training for policewomen on field duty need to be improved. c) Internal and external gender discriminations still remain. d) Policewomen life and physical adjustment have scarcely effect with working performance and external perception. e) Self-motivation and working achievement derive from role cognition. B. Police station chief ought to be an active supporter to policewomen on field duty. a) Fair, reasonable and respect for gender differences should be considered when assigning policewomen field duty. b) Police station chief is the principal in role appearance and adaptation of female police officers. c) Station chief can effectively inspire, assist to stress release and improve working achievement. Finally, recommendations are concluded according to the research findings and results, and provided related authorities as references. A. Policewomen on field duty need supporting policies when working the late-night shift. B. Improving lawful and physical training for policewomen on field duty. C. Strengthening negotiation and propaganda to diminish gender discrimination in workplace. D. Continuous improvement of offices and equipments is necessary to suit practical requirement. E. Adopting gender issues in every annual trainings and studies.
