華山創意文化園區與其周邊都市環境發展之研究

摘要


全球化潮流下,各國皆積極推動文化創意產業,台灣提出「挑戰2008─國家發展重點計畫」中,為積極推動文化創意產業而有五大創意文化園區之設置。其中位於台北都會區的華山創意文化園區發展至今,為了達到促進都市發展的目標,政策功能所發揮的效益,對於園區周邊空間應該有所擴展,假若華山園區存在這些文創相關產業的聚集,並有創意氛圍的形成,為何華山對於周邊所發生的影響看來甚為薄弱? 綜觀國內關於華山地區之研究,多為園區的發展歷程、營運管理或相關之探討,甚少針對華山創意文化園區與周邊環境之間的關係或影響效益之內容進行討論。因此,本研究將以位於文化創意產業與藝文活動相對活絡的台北市都會區華山創意文化園區與周邊作為主要研究對象,就華山對周邊所生之影響,從目前華山園區內部之空間特性以及所形成之創意氛圍作探討,並特別聚焦於園區內部是否有藝術工作者的群聚活動,瞭解華山對於周邊環境所生之影響情形,以及導致此現象之潛在原因,進而檢視華山園區目前藝文活動發展狀態,對於周邊環境是否能產生相當良好的效益。 研究結果發現,華山創意文化園區目前為以提供展演活動為主的空間,其具有自給自足的空間特性;華山創意文化園區與周邊環境之間的發展,由於空間提供之限制難以形成創意氛圍,進而無法與周邊環境有所效應。關於華山園區對周邊環境之影響效應層面,我們可以發現到,文化園區或文化產業聚集利用藝文創作之能量去活化城市地區,發展到最後經常會產生藝術工作室的空間被商業空間所覆蓋,以及附近社區的房價或租金水漲船高,使得藝術家無法負擔園區周邊的生活水準,藝文創作的能量亦無法擴展到周邊環境。因此,創意人才的聚集、資訊傳遞與溝通、環境包容性以及基礎設施,皆為形成良好創意空間的主要因素,藉此創意氛圍之培養,能夠帶動園區內部創意群聚發展,並使其所生之影響效益擴及周邊環境當中。

Therefore, this study will be located in the cultural creative industries and arts activities are relatively active Taipei metropolitan area and surrounding Huashan Cultural Creative Park as the main object of study, born on the impact on the surrounding Huashan, Huashan Cultural Creative Park from the current characteristics and the space inside the formation of a creative atmosphere for discussion, and particularly within the district have focused on artists of cluster activities to understand the surrounding environment, for born Huashan impact of the situation and lead to potential causes of this milieu, and then view the Huashan region arts and literary active state of development, the surrounding environment is able to produce very good results. The results showed that Huashan Creative Cultural Park is currently focusing on the activities in order to provide space for exhibitions, it has self-spatial characteristics; Huashan Creative Cultural Park and the surrounding environment between the development, due to space restrictions provided difficult to form a creative atmosphere, and then not have effect with the surrounding environment. Huashan region, on the impact of environmental effects on the surrounding level, we can see that culture or cultural industries gathered in the park to use the arts to create the energy of activation in urban areas, development will often produce the final art studio space to be covered by commercial space, and the nearby community of prices or rents to rise, so the artist can not afford the standard of living around the park, arts creative energy has not extended to the surrounding environment. Therefore, creative and talented people, information transfer and communication, inclusiveness and environmental infrastructure, are all good creative space to form the main factor to a creative atmosphere of the train, they can bring the creative cluster development within the park, and make it born. The benefits extend to the surrounding environment affect them.
