焚化廠轉型為能資源利用中心運作方式探討-以台北市內湖廠為例

摘要


由於環保意識的抬頭及資源回收的落實,全國垃圾量持續下降,使得各地焚化廠餘裕量增加,造成部分垃圾處理設施的閒置,加上全球暖化議題持續升溫,提倡生質能源的開發和取得,實為國際能源發展趨勢,而國內配合「零廢棄全回收、資源循環」之環境政策,焚化廠轉型成能資源利用中心遂成為極具探討價值之議題。 本研究係透過文獻回顧與彙整,探討垃圾生質能源潛勢、再利用技術及日本焚化廠除役經驗,與目前國內焚化廠操作現況進行比較,並將可能的轉型技術及規劃轉型應考量之環境、技術、財務及社會面要點納入。為求與實際情況相結合,進而以焚化廠轉型之中央、地方環保機關、受焚化廠設置影響之相鄰區域行政機關及焚化廠當地之民意代表等利害關係人意向為主軸,參採相關意見及修訂規劃運作模式。 經綜合相關意見及資料彙整,可知中央對屆齡除役之焚化廠未訂有強制關廠或轉型之期程,惟本研究個案內湖焚化廠屆齡除役轉型對地方政府而言卻具有一定之時間壓力,且其轉型關鍵以首長政策及民意導向為主,考量之方向則為垃圾處理政策之需求、都市發展之整體需要、轉型之設備重置及應負擔之操作維護成本、轉型技術成熟與否、商轉實績與效益等。本研究並參考國內焚化廠運作模式及日本除役轉型整備工作流程,規劃能資源利用中心運作方式,且對目前國內規劃之生質能源中心提出建議。

Due to the awareness of environmental protection and implementation of resource recycling, the volume of wastes in Taiwan is decreasing continuously, therefore, the remaining quota of incinerators in most areas have been increased and has caused some idle disposal facilities. Furthermore, as global warming becoming a more serious topic, promotion of development and acquirement of bio-energy is indeed the trend of global energy development. According to the government’s environmental policy-“Zero waste, full recycling, and reuse of resources” states, the issue of municipal solid waste incinerator plants transforming into energy and resource recycling center becomes discussable. In this study, we focused on reviewing and collection of literatures or these, which included the bio-energy potential for waste, recycling technology, and the retirement experience of Japanese incinerator plants, and also compared to the current existing incinerator plants in Taiwan. Moreover, we tried to draw the conclusion to collect possible transforming technology and aspects of environment, technology, finance, and society which should to be considered for transformation arrangement. Considering of the combination with real situation, we consulted the opinions of stakeholders such as central and local environmental-protecting offices that related to the transformation of incinerator plant and the administration offices of neighboring areas that would be affected by the installation of incinerator plant, and local representatives of incinerator plant area as a mainstream of this study, and also adopt the related opinions and modified the operation mode. After analyzing the related opinions and data, we knew that the central government did not have schedule to force execute shutdown or transform those expired incinerator plants into facilities with another purpose. Nevertheless, the transformation of expired Neihu incinerator plant which’s planning to be decommissioned remains certain pressure of time to the local government. The key points of the transformation are policy decision of the authority and opinions from local residents. The aspects that need to be considered include: the demand of waste disposal policy, integrated needs of city development, equipments rearrangement for transformation and the cost needed for operation and maintenance, whether the technology of transformation is mature or not, the commercial operation example and revenue, etc. According to the operation mode of domestic incinerator plant and its retired incinerator plant preparation working flow of transformation in Japan, we’ve proposed the operation mode of resource-energy recycling center and some advices to the bio-energy center that is planning to establish.
