學習型組織構面與知識績效關係之研究-以空軍南部地區部隊為例

摘要


在2009年「國防部四年期總檢討」(Quadrennial Defense Review,QDR)規劃推動下,「精進士官制度」與兵役制度轉型「全募兵制」為兩項現階段工作重點,為了因應組織變革所造成的衝擊,人員必須不斷學習、持續改善、成長與創新,逐步擴展成為學習型組織核心能力與產出知識績效,才能應付外在環境的挑戰,達到個人、團隊和組織人力素質提升的目標。 本研究以空軍南部地區部隊為研究對象,以問卷方式進行調查,並採用描述性統計、信、效度分析、相關分析、迴歸分析等統計方法。進一步藉由志願役軍官、士官、士兵觀點,探討在推動學習型組織中個人層次學習(持續學習、對話與探詢)小組或團隊層次學習(團隊學習與合作、賦權)及組織層次學習(系統導入、系統聯結及策略領導)所組成的構面,何者對產出的知識績效影響較顯著,期望對部隊管理階層在落實推動學習型組織的議題上能有所貢獻。經實證與分析發現: 1. 學習型組織構面中個人層次學習對知識績效具有顯著相關。 2. 學習型組織構面中小組或團隊層次學習對知識績效具有顯著相關。 3. 學習型組織構面中組織學習對知識績效具有顯著相關。

The Ministry of National Defense in Taiwan have planned the Quadrennial Defense Review (QDR) to improve “ the Non-Commissioned Officers(NCO)standards ”, and transform the military service system into an “ all-volunteer force ” as the two priorities at this stage since 2009. In order to cope with the impact of organizational change and external environmental challenges, people must continuously learn, transform and innovate. By using utility survey as research tool, questionnaire is designed to evaluate, the correlation for three factors. First is the individual level includes continuous learning, conversation and consulting; Second is the group level includes group learning and cooperation, delegating(Empower people toward a collective vision); Third is the organization level includes system implementing, system integration, and the strategy learning , which were constructed and sent to the subjects are the members of three different Air Forces bases in Southern Taiwan. Data gathered from 254 (out of 300) of the corporation way analyzed by using independent sample descriptive analysis, reliability analysis, validity analysis, factor analysis, t-test, and regression analysis. In this study, we try to reveal those issues and examine our hypothesis. Base on the review of literature, help the management level in military improve a learning organization. The major findings of the research are summarized as follows: 1. There exists significant correlation between the dimensions of learning organization at the individual level and knowledge performance. 2. There exists significant correlation between the dimensions of learning organization at the group level and knowledge performance. 3. There exists significant correlation between the dimensions of learning organization at the organization level and knowledge performance.
