中國西部大開發中專業技術人力資源組織的存在價值及其意義的歷史評析---以西北地區開發為研究中心

關於區域開發與人力資源組織間的關連性研究一直是國內外近代經濟開發人力資源組織研究的重點。近年來，隨著中國西北開發政策的積極實施，西北開發的相關議題，儼然成為當前中國區域經濟開發的主要研究課題。事實上，早於1930年代的國民政府時期，資源委員會既已從事與西北開發相關的政策與活動，而資源委員會即是國民政府進行工業建設開發的主要決策及執行組織。然而，以資源委員會與西北開發間的關連性課題為研究對象者卻鮮有所見。因此，本論文嘗試以資源委員會在中國西北開發中所扮演的角色探討為研究中心，並以資源委員會所從事的西北開發對於戰時及戰後中國西部經濟開發的實質影響及貢獻做一論述。依前述的研究方向，本論文將針對以下五點分列討論之：(1)針對本論文的研究方法、進行步驟及預期成果進行討論;(2)對於資源委員會西北開發的起源及歷史背景、統計及調查活動做一剖析;(3)針對資源委員會與西北各省間工礦業建設開發的關聯做一評析;(4)針對資源委員會對於戰時及戰後西北地區的開發建設所代表的時代及歷史意義做一論述;(5)提出本論文的結論。而本論文的最大目的，在於探討中國西北開發史中國民政府資源委員會的存在意義及其歷史地位。藉由本研究的研究結果得知，國民政府時期的西北開發在資源委員會各項工礦業建設的推波助瀾之下，其能源、工礦、化工、機械以及其他戰爭急需的軍事重工業，都獲得前所未有的開發，為西北地區的經濟發展及技術人力資源的培育帶來契機，而資源委員會所從事的基礎建設更可謂奠定了中國現代西部大開發建設的根基。

The connection between regional development and human resources organization is always the focal point of domestic and foreign research about modern economic development in human resources organization. In recent years, following the positive implementation of the northwest development policy in China, the relevant topics about the northwest development become main research subject for present regional economic development in China. In fact, in 1930’s, the National Resources Commission had been already engaged in policy and activity relating to the northwest development. The National Resources Commission was the main agency and decision-making organization in charge of the industrial development in the Government of the Republic of China. However, studies focusing on the correlation between the National Resources Commission and the northwest development are hard to find. Therefore, this thesis tries to judge the role that the National Resources Commission had played in the northwest development, and to do an argumentation about that the northwest development engaged by the National Resources Commission had essential influence and contribution to economic development of the west of China in and after the Sino-Japanese war. Depending on the above research direction, this thesis will focus on five points: (1)it analyzes the research approach, process step and expecting achievement; (2)it analyzes the origin, historical background, counting and investigation of the northwest development engaged by the National Resources Commission; (3)it evaluates and analyzes the connection between the National Resources Commission and the industrial development in the northwest provinces; (4)it does a argumentation about times and historic significance that the National Resources Commission had developed and constructed in the northwest in and after the war; (5)it will propose the conclusion of this thesis. The greatest purpose of this thesis is to probe into the meaning and historical status of the National Resources Commission in the history of the northwest development in China. It’s concluded that the industrial construction engaged by the National Resources Commission, including energy, mining, chemical industry, machinery and other military industries, had unprecedented development. It brings the opportunity for the economic development and cultivation of technological human resources of the northwest. The infrastructure engaged by the National Resources Commission became foundation of the west of modern China.
