中國西部大開發中專業技術人力資源組織的存在價值及其意義的歷史評析---以西南地區的開發為研究中心

關於區域開發與人力資源組織間的關連性研究一直是國內外近代經濟開發人力資源組織研究的重點。近年來，隨著青藏鐵路的開通與三峽大壩工程的陸續完工，西南開發的相關議題，儼然成為當前中國區域經濟開發的主要研究課題。然而，事實上有組織、有計劃、有系統地從事與西南開發相關的政策與活動肇端於20世紀30年代的國民政府時期，而資源委員會即是國民政府時代負責進行工礦業建設開發的主要決策及執行組織。然而，以資源委員會與西南開發間的關連性課題為研究對象者卻如鳳毛麟角般鮮有所見。因此，本論文嘗試以資源委員會在中國西南開發中所扮演的角色探討為研究中心，並以資源委員會所從事的西南開發對於戰時及戰後中國西部經濟開發的實質影響及貢獻做一論述。依前述的研究方向，本論文將針對以下五點分列討論之：(1)針對本論文的研究方法、進行步驟及預期成果進行討論;(2)針對資源委員會與西南各省間工礦業與電力建設開發的關聯做一評析;(3)針對資源委員會與長江三峽開發的關聯做一評析;(4)針對資源委員會對於戰時及戰後西南地區的開發建設所代表的時代及歷史意義做一論述;(5)提出本論文的結論。而本論文的最大目的，在於探討中國西南開發史中國民政府資源委員會的存在意義及其歷史地位。藉由本研究的研究結果得知，國民政府時期的西南開發在資源委員會各項工礦業與電力建設的引領之下，獲得空前絕後的發展，尤其以鋼鐵、電器、機械等工業更是躍居後方同業龍首，並為西南地區的經濟發展及技術人力資源的培育帶來前所未有的契機，而資源委員會在西南所從事的基礎建設與長江三峽的開發計畫更可謂奠定現代中國西部大開發與三峽大壩建設之根基。

The connection between regional development and human resources organization is always the focal point of domestic and foreign research about modern economic development in human resources organization. In recent years, along with the completion and operation of Qinghai-Tibet railway and Three Gorges Dam project's completion one after another, the related subject which the southwest developed, just like became the main research subject in current China regional economies development.However, the related policy and activity with the southwest develops was organized, had the plan, and to have engaged in systematically beginning in the 1930s's National government time in fact, and the National Resources Commission was organization which made the decision and executed on industry and mining construction development in National government time. But the correlational topic actually like extremely rarely have to be seen as the object of study in develops take the National Resources Commission with the southwest. Therefore, the present paper attempt to develop the role discussion which take the National Resources Commission with southwest China’s develops as the research center, and make an elaboration about the economical development substantive influence and the contribution of the southwest develops which is engaged in by the National Resources Commission regarding wartime and west postwar China. According to the fore-mentioned research direction, the present paper will aim at the following five spots to pass in review to discuss it:（1）aims at making a discussion about the research technique, steps which the research carry on and the anticipated achievement ;（2）aims at making an evaluation on the connection between the National Resources Commission and the industry and mining and the electric power construction development of the southwest various provinces;（3）aims at making an evaluation on the connection between the National Resources Commission and the Yangtze Gorges develops ;（4）aims at making an evaluation on the time which the National Resources Commission represented and the historic importance regarding the wartime and the postwar southwest's development construction.（5）proposes the present paper conclusion：the major goal of the present paper is to discuss the existence significance and the historical situation of the National Resources Commission during The National Government time in the development history of southwest China. We can know because of this research's findings that during The National Government time, each item of industry and mining and under electric power construction of southwest develops leading by the National Resources Commission obtained unprecedented development, especially by industries and so on steel and iron, electric appliance, machinery leaped to the industry leader. It brings the unprecedented turning point for southwest's economic development and the specialty skilled human resources' cultivation, and the National Resources Commission is engaged the infrastructure of the southwest. It may be said that the infrastructure which the National Resources Commission executed and the plan of the Yangtze Gorges' development establishes foundation of west modern China development and Three Gorges Dam construction.
