影響管線工程設計品質因素之研究

摘要


一個大型統包工程的執行大多投入無數的金錢與人力,從一開始的工程可行性評估、初步規劃、細部設計、採購發包、建造施工、試運轉測試到最終的完工驗收,整個工程實際執行的時間往往長達數年。然而許多統包工程於建造施工時期所產生的問題,例如界面整合、設計變更、可建造性等等,往往歸咎於設計規劃不良而導致延誤工期、追加預算。所以,是否掌控每一個階段的設計品質都將會影響到整個工程的成敗。 有鑑於此,本研究將針對國內石化工廠統包工程當中,界面整合最多且複雜度最高的管線工程設計部分來進行分析與探討影響管線工程設計品質之因素。希望藉由本研究的結果能提供相關工程單位進行管線工程設計品質評量時的參考,以期能達到提升管線工程設計的品質。 本研究首先利用專家訪談及文獻探討的方式來建立管線設計品質之準則,然後再使用問卷調查的方法來訂定影響品質之關鍵因素。本研究共建立了四大因素構面與28個評估準則,調查的對象涵蓋設計單位、工程主辦單位及施工單位,因此足以用來評量管線工程設計品質的良劣。

Sufficient money and manpower have been playing a crucial role in executing a large-scale turnkey project. The phases of this kind of project include preliminary feasibility study, initial planning, detail design, procurement & outsourcing, construction, testing & commissioning, and final completion, which usually take several years to complete. However, many turnkey projects encounter some problems in the construction phase, such as interface integration, design change, constructability and so on. And the poor design and planning always result in these problems, and it will eventually lead to a serious project delay and budget increased. Therefore, design quality in every aspect will have significant impact on the success of the project. Hence, this study selects the piping engineering design task, which has the most interface integrations and is the most complicated in the petrochemical plant construction project, as the research subject. First of all, this study develops the criterions for measuring piping engineering quality by literature review and expert interview. Then, questionnaire method is used to gather opinions of the respondents in order to determine the influence factors of piping engineering design quality. There are twenty-eight evaluation criterions in four dimensions developed in this study. In addition, this study also points out the opinions of questionnaire respondents which include people from piping design unit, project sponsors, and contractors. Hopefully, the result of this study can be helpful for measuring the quality in piping engineering design.
