應用層級分析法建構工程師職能績效管理-以記憶體模組廠為例

摘要


科技產業在台灣是扮演龍頭產業的角色,而在政府於2002年計畫兩兆雙星產業中,記憶體Dram是其中的一顆星;在此產業中,工程師在是佔相當重要的一環,工程師的專業能力可以決定產品的品質是否良好及產品的產出是否符合客戶需求;然而在公司規模持續成長之下,主管無法針對部門內每一個工程師深入了解其專業能力,進行績效評量。 本研究以記憶體模組廠工程師為對象,以專家意見諮詢法諮詢9位在記憶體模組業界10年以上專業經理人的意見,再以專家問卷針對廠內課長級以上人員37人進行問卷調查,並以Spencer & Spencer的職能冰山模型為構面整合,再以專家問卷確立架構,建立主管對於工程師專業能力評估構面與評估指標,再利用層級分析法建立工程人員職能的評量模式,研究結果顯示職能評估構面有23項,指標之權重排序為程式軟體應用能力(0.1486)、專業知識(0.1200)規範制定能力(0.1142)、口語能力(0.0925)與外語能力(0.0816)。

The professionalism of engineers is a decisive factor to determine whether product quality can live up to customer demand. However, under the increasingly growing scale of a company, a unit director sometime cannot deeply understand the professionalism of an engineer for performance appraisals. This research recruits the engineers from the DRAM factories to serve as our experimental subjects. The opinions of 9 professional managers with more than 9 years of working experience in the industries are invited. Furthermore, Expert Questionnaires are conducted on 37 directors ranking as section chiefs or above in factories. Also, the dimensional integration is conducted by using the Competency Iceberg Model proposed by Spencer & Spencer. Furthermore, expert questionnaires are used to confirm the research framework with the appraisal dimensions and indicators against engineer professionalism conducted by directors. The Analytic Hierarchy Process is used to establish the occupational appraisal model for engineers. Results indicate in the occupational appraisal dimensions, there are 23 items wherein they are orderly prioritized as the capabilities of using software applications (0.1486), professional knowledge (0.1200), the capabilities to develop norms (0.1142), linguistic capabilities (0.0925) and the fluent of foreign languages (0.0816).
