影響台灣各縣市電動機車普及率之因素

為因應全球環境變遷，降低石油的依賴減少空氣的汙染，政府從1995年推動綠能車輛專案補助計畫來鼓勵民眾購買使用電動機車至今，目的在降低車輛對環境的衝擊，朝超低(或零)污染的目標前進，然而電動機車的續航力及充電速度、購置及後續維護成本、及公共充電站不足，仍是民眾望之卻步，也是影響電動機車的使用意願，且目前電動機車的使用多集中在都會區，本論文透過政府交通部、經濟部、等地方政府統計資料，以創新擴散模式理論為基礎，解釋電動機車普及率影響因素，分析結果得知電動機車擴散速度需符合創新擴散理論的相對優勢、相容性、複雜性、採用性與觀察性，電動機車的操作方式複雜性越低，電池的安裝及充電越簡單，電動機車的電池續航力越久，擴散到各教育程度的消費者就容易上手操作，使用意願增加後，電動機車的擴散程度就越高，提出建議給相關業者或推動電動機車的政府相關管理單位。

In response to the global environmental changes and the reduction of oil dependence to reduce air pollution, the government promoted the green energy vehicle project subsidy program from 1995 to promote the purchase of electric scooter to provide subsidies to the public, aiming at reducing the impact of vehicles on the environment. Or zero, the goal of pollution is going forward. However, the endurance and charging speed of the electric scooter, the cost of purchase and subsequent maintenance, and the shortage of public charging stations are still deterred by the public and the willingness to influence the purchase. Therefore, this paper mainly discusses the factors affecting the popularity of electric scooter in Taiwan, and analyzes whether there are other factors based on the IDT (Innovation Diffusion of Technology) to propose to relevant operators or government-related policy that promote electric scooters popularity in Taiwan.
