高科技產業是支撐台灣經濟發展的重要力量,也是台灣政府扶植發展的重點產業之一,新竹科學園區更是台灣最重要的高科技產業重鎮。而台灣高科技中小企業的研發能力,絕大部分只停留在開放式創新的「由外而內」階段,也就是透過技術授權、專利購買、併購等方式,將外部技術轉移至企業內部。缺乏「由內而外」,透過技術與專利輸出、內部創業等方式,為公司獲取更多價值。因此,如何強化台灣高科技中小企業的研發能力,進而增強國際競爭力,是一項重要的議題。 本研究主要是以開放式創新為理論基礎,以文獻資料歸納出影響企業成功實施開放式創新的六項創新缺口。並以個案研究方式,與個案廠商揚明光學的中階主管做深度訪談,統整出在開放式創新概念下,提高企業研發能力的影響因素。 從文獻歸納以及專家訪談,本研究得到下述八項影響企業成功實施開放式創新的創新缺口: (1) 企業對技術商品化與風險評估的機制 (2) 技術接收者與技術提供者之間的溝通與互動機制 (3) 企業對知識處理、知識應用與知識擴散的管理能力 (4) 管理階層的支持與組織制度設計的配合 (5) 企業對智慧財產權的管理與保護機制 (6) 完善的人力資源管理制度,建立合宜的留才與激勵制度 (7) 企業本身是否有足夠的技術建立能力 (8) 企業經營者是否對「技術為可出售的商品」有足夠的認知
High-tech industry is an important factor which supports the economic development in Taiwan. High-tech industry is one of key industry which Taiwan government pays highly attention, and Hisnchu Science Park is also the most important high-tech industry cluster in Taiwan. However, most high-tech enterprises in Taiwan transfer technology from “outside”, means from other firms, using patent licensing, patent acquisition, technology licensing, and also merger and acquisition. But Taiwan’s high-tech enterprises lack of ability to sell or export patent and technology asset. Hence, how to enhance research capability, innovation capability and international competiveness of high-tech enterprises in Taiwan is a critical issue. This research is based on Open Innovation concept, using reference documents collection method to summarize six innovation gaps. These factors influence if enterprises can perform Open Innovation concept successfully. And through the in-depth interviews with experts of Young Optics Inc., the research summarizes the influence factors which can enhance enterprises’ innovation performance. From reference documents conclusion and in-depth interviews with experts, this research gets eight innovation gaps which influence if enterprises can perform Open Innovation concept successfully as below. (1)Determining which technology assets can effectively be sold for the company and risk evaluation. (2)The communication and interaction between the technology accepters and the providers. (3)The enterprises’ management capability of knowledge processing, knowledge application, and knowledge diffusing. (4)The composing of the management team’s support and the design of organization’s institution. (5)The management and protective mechanism of intellectual property rights. (6)The complete human resource management system which includes good employee retention and motivation system. (7)The enterprises’ technology development ability. (8)Enterprises’ ability to identify appropriate technology assets for revenue generation.
