兩岸電動車產業合作發展模式

本論文敘述當下最熱門的零汙染綠能產業，電動車產業及市場，以情境分析法來對電動車做技術預測，分析臺灣有優勢的電動車關鍵零組件產業，並分析臺灣可能結合電動車的技術研發，討論臺灣電動車產業發展之策略規劃，並以學術單位帶頭，以兩岸電動車聯盟的模式來合作，結合臺灣的技術深度，配合中國大陸的廣大電動車市場，從廣東省東莞市為起點，深入研討臺灣電動車和中國大陸合作之後，發展電動車的現況與未來策略，結合中國大陸國家政策，提出相關合作方案及措施，結合雙方優勢，成為全球電動車產業發展之重鎮。臺灣的電動車關鍵零組件產業，其實力非常驚人，臺灣在這一塊有長時間的代工經驗，而今後是手機、網路和物聯網的時代，結合汽車用電子產品，人性化的智慧型電動車，是臺灣和中國大陸合作的電動車產業，往後可以走的一個方向，在兩岸合作的關係中，臺灣是以技術取勝，中國大陸是以市場取勝，臺灣要打入中國大陸市場，目前短期在技術領先的狀況下沒有問題，以其技術、育成、市場活動，三大方面的合作模式發展藍圖，對於臺灣所擅長的電動車關鍵零組件及ICT優勢產業，都有很好的機會切入中國大陸市場，只要積極加強技術領先，臺灣電動車關鍵零組件及ICT產業打入大陸市場的合作關係會更緊密。

This research presents electric vehicle industry which is the newly arisen one of the most popular zero-pollution industry in green energy area. In this research,mainly utilizes scenario analysis method, construct technological forecasting to advantageous key component of electric vehicle industry, and tries to analyze possibilities to integrate technical development of electric vehicles. Furthermore, making advance to discussion about strategic planning in Taiwan electric vehicle industry.This research base on the cooperation between Taiwan and Mainland China, academic schools take the lead to cooperate with each other between both ends of cross-strait in electric vehicle alliance model. As a jumping off point, Dongguan City of Guangdong Province not only combine the Taiwan long-standing technical advantage but also have giant market of Mainland China. After Integration of strengths from China government policy and Taiwan cooperation programs, Dongguan City will become the center of the global electric vehicle industry. It has enormous potentiality of electric vehicle key components industry in Taiwan, as a result of long experience in OEM (Original Equipment Manufacturer). At the present, it’s age of mobile phone, networking, and Internet of Things. Accordingly, integration of vehicle electronic products and Intelligent human centered electric vehicle is a developed direction for cross-strait.In terms of electric vehicle market, Taiwan is technology-oriented and better access to China market by technology, education and marketing activities as a long term vision and strategy. In addition, Taiwan is expert in key components of electric vehicle and ICT (Information and communication technology) industry, keep leading technology of both industries will bring more opportunities to access to China market and keep the cooperation relationship of both ends more close.
