摘要

近二十年來，永續發展的觀念已成為許多學科的核心重點，尤其在都市計劃方面。可持續的都市化發展(sustainable urbanization)是達到永續性(sustainability)目標的一種過程。唯有在環境、社會、經濟因素互相關聯且互補之多面向考量的前提下，再加上都市計畫者及都市發展相關人員的共同參與，才能達到永續性的目標。

本文的研究目的在發展出一套永續都市發展的指標系統，文中透過文獻回顧檢視數個永續觀念，並使用專家問卷的研究方法，針對環境、社會及經濟等三個面向，發展出永續都市發展指標及次指標之矩陣基礎(matrix)。

最後，本論文提供一套永續都市規劃指標及次指標之系統，包括方法指引及每項指標之評估方式。本文亦提供幾項建議給都市計畫者，當碰到永續性規劃問題時，該用什麼「方法」 (how)及「內容」(what)來達成目標。

The concept of sustainable development has become a central focus for many disciplines and particularly for urban planning in the last two decades. Sustainable urbanization is a process towards a goal. Achieving the goal of sustainability engages the responsibility of both urban planners and those who are involved in the development of cities, and supposes the existence of a multidimensional system within which environmental, social and economic factors are interrelated and complementary.
The objective of this study is to develop an indicator system for sustainable urban planning. The study reviews several concepts and uses a methodological approach to develop a matrix for sustainable urban planning indicators and sub indicators within the three areas of concern. As a result, the thesis provides a system for sustainable urban planning indicators and sub indicators, including guidance and measurement techniques for each indicator. It also proposes pathways for urban planners for “how” and “what” urban planners could do to address the problem of planning sustainability.
