系統思維組織管理指標之研究-以電力業為例

摘要


電力是工業之母,亦是現代化生活之基石,工商百業活力的泉源,也是國家經濟發展的動力,不論是一般的傳統產業或是新興的高科技產業無不以電力為動力。電力業提供經濟發展所需的優質電力,輸、配電網路更已深入台灣地區每一個角落,電力業每天都與二千三百萬同胞的生活緊密結合在一起。 因此,組織龐大之企業需要思考過去與未來,配合外部環境之需求,管理機制有相當大之改善空間。本研究即為系統思維組織管理指標之研究:以電力業為例。每一個管理階層須以系統思維之原則特性:存在目的性、功能整體性、架構層級性、組成完整性、結構連貫性、機制協調性、反應因果性、運作時序性、控制迴饋性及狀態動態性等之資訊作為管理、決策之依據。` 依本研究電力業系統思維組織管理指標系統,其基本考量為人員訓練指標、財務指標包括資本支出執行控制與營收成長(每人創造利潤/千元),物料指標包括造林面積/公頃,與節約用電/KWH,創新研發指標,為組織永續經營發展前題下建置。系統思維以人為主體,首先瞭解人之行為特質即觀念改變態度、態度影響行為、行為形成習慣、習慣孕育文化。政策效果確認即依系統思維理念,資源有限、競爭無限、需求無限及風險無限之總體環境中,有限資源作最有效之分配與調控。經全員參與,同心協力。以四零( 零缺點、零污染、零災害及零職業病)為永續經營發展願景努力。

Electric power is the mother of the industry, as well as the foundation of modem life, the energy source of general enterprises, and the motive force of nation economic development. No matter it is traditional industry or high technology industry, the electric power will be its motive force. The electric power industry will supply high quality electric power for economic development. Transmission and distribution network has been constructed everywhere and electric power industry has been tightly combined the life of 23 million people in Taiwan. Thus, an enterprise with giant organization should think about its past and future and improve its management mechanism according the requirements of external environment. This paper will study on indicators of organization management by systems thinking:A case study on Electric Power industry. Every management should depend on the principles below to administer or make decision: the purpose of existence, function integer, frame layer, composing integrity, structure coherent, mechanism harmony, response causality, operation sequence, control feedback, and state dynamic. According to the study of indicators of organization management by systems thinking, the essential considerations are training indicator, finance indicator, material indicator, electric energy saving indicator, innovation and research indicator. The systems thinking should base on human being. Every employee should participate in this policy and contribute their efforts to make the vision of sustainable development work out.
