地方公私部門協力發展在地特色產業之成果分析―以番路鄉柿子節為例

摘要


摘 要 隨著民主的深化,民眾對政府效率、服務品質之要求日益增加,「公私協力」這一政府尋求提升效能的概念也日受重視。因此,本研究的主要目的在探討地方政府、農會、非營利組織及農民的參與狀況,來探討公私協力發展地方特色產業的成果發現加以研究建議。 本研究以番路鄉這一個擁有良好天然觀光景點資源的農業偏鄉的「柿子節」活動作為研究標的,藉由整個活動的規劃及辦理過程,經由相關公私協力的理論、公私協力的模式、其他產業節慶活動及斗南模式之文獻的探討,與本研究的相關運作模式加以相互驗證。從中去瞭解並找出公私協力在該活動中產生了如何的效果,及有些甚麼可再加強更有利活動長久辦理。 本研究以深度訪談法、輔以文獻探討法針對番路鄉「柿子節」活動辦理多年來的情形及參與活動者,於訪談過程中所表達的意見及看法作整理及加以分析歸納,並與相關公私協力理論及公私協力模式加以比對驗證,並提出相關文獻有關公私協力過程中遭遇困境及屬較為成功的案例,探詢其原因及可供借鏡之處。 主要發現:(1)公私協力合作確實帶來一些良好的成效、(2)行銷及活動經費之不足,似乎也造成整體宣傳效益打了折扣、(3)活動規劃方向上似乎有協力單位參與不足的現象、(4)農會設立柿餅加工廠造成部分農民之相對剝奪感,因此農會應適度對農民之加工技術及方法加以輔導轉移、(5)食品安全機制建立漸受公所、農會及農民所接受、(6)柿子產業應朝向重質不重量的方向發展,以解決豐收帶來價錢日益低落的困境。 研究建議:(1)活動規劃時事前聽取農民對活動辦理之意見及想法、(2)公所、農會應積極與農民建立聯繫網絡,並結合非營利組織介入產銷及維護農民生計、(3)整合公私資源規劃一段適當時間的展期成為一個休閒觀光鏈、(4)公所積極介入與農會作整合協調,協助農民開發相關產品並轉移相關技術,注重食品安全建立「生產履歷制度」、(5)公私部門應加強產業宣傳,廣為運用本身所有的網絡加強宣導自有品牌吸引人潮,將番路鄉與柿子相連結、(6)積極結合非營利組織使柿子產業成為一種在地文化,成為日常生活的一部分。 關鍵字:公私協力、非營利組織、斗南模式

Abstract As the deepening of democracy, the populace is asking for the government efficiency, the service quality increase day by day. The concept of“Public-private partnerships”﹐which the government explore to promote efficiency also take seriously. Therefore, this research of main purpose is discussing the Local authority, Peasant association, Non-Profit Organization and the Farmer participation condition. To discusses“Public-private partnerships” develops the place characteristic industry achievement to discover and suggestion. This research object is “the persimmon festival” at Fanlu Township which has the good natural sightseeing scenic view resources agricultural country. Because of the entire active plan and handles the process, by means of the correlation in terms of Public-private partnerships theory and pattern, Discussion the literature of the other industrial festival celebrates and Dounan pattern, performs with this research correlation operation pattern to confirm mutually. Understood and found how the effected of Public-private partnerships has produced in this activity, and what could strengthen a more advantageous activity to handle for a long time. This research use the In-depth interview and Literature review, “The persimmon festival” the activity has handled for many years in view of the Fanlu Township the situation and participates in the activity, expresses the opinion and the view in the interview process makes the reorganization and analyzes the induction, and correlation with Public-private partnerships theory and pattern to compare and confirms. And proposed the correlation literature related Public-private partnerships in the process of the bitter experience and more successful case, inquires its reason and may supply profit by others。 Mainly discovered that,(1) Public-private partnerships truly brings some good results, (2) Insufficiency of marketing and the active funds, creates the whole propaganda benefit to sell at a discount, (3) In the active plan has the phenomenon which the participation unit is efforts insufficient, (4) The peasant association sets up the dried persimmon processing factory to cause the partial farmers to deprive the feeling relatively, therefore the peasant association should moderately counsels processing technology of the shift and the method to the farmer, (5) Food safety mechanism establishment gradually accepts by the geographical unit of government, the peasant association and the farmers, (6) Persimmon industry should towards the quality not quantity, to solve the abundant harvest cause the bitter experience that the price lower day by day. The research suggested that, (1) Before the active plan to listen to the farmers about opinion and idea, (2) The geographical unit of government, the peasant association should positively establish the contact network with the farmer, and unifies Non-Profit Organization to involve the production and marketing and to maintain the farmer livelihood, (3)The conformity public and private resources to plan a period of suitable time exhibition period into leisure sightseeing chain, (4) The geographical unit of government to involves positively with the peasant association makes the conformity to be coordinated, assists the farmer to develop the correlation product and to shift the correlation technology, attention food safety and establishment the“Traceability Systems”, (5) The public and private department should strengthen the industrial propaganda, widely utilizes itself network enhancement guidance innate brand attraction human, link Fanlu Township and the persimmon, (6) Unifies positively Non-Profit Organization to cause the persimmon industry to become one kind of local culture and a part of daily life.
