女性調查員就業困境之探討

摘要


早年調查局存有傳統性別刻板印象,認為女性能力不足、無法做決策、無法獨自擔任外勤工作,在各行各業中女性主管逐漸增加,相對於調查局女性擔任要職的比例仍舊偏低,玻璃天花板效應在調查局工作職場中抑或存在。本論文的主要目的在於瞭解女性調查員在以男性為主的職場中所面臨的困境。透過質化研究,本研究深度訪談十二位女性調查員,期望從女性的立場、角度、經驗,探討其有無因性別關係造成影響。 藉由各章議題的探討及資料呈現,本研究發現: 一、女性進用:調查局因應犯罪手法不斷翻新,依辦案人力所需招考專業人才,尚符合機會平等和最適任人選原則,並無性別歧視。 二、工作分派:調查局於近年不再受限於傳統性別分工,現已依男、女性調查員專長、意願指派。 三、工作壓力:女性調查員增多後,其與同儕間互動有顯著提升,單位主管鼓勵關懷之領導風格,其工作壓力亦有明顯舒緩情形。 四、工作升遷:性別不影響升遷,但女性調查員會因家庭因素放棄升遷機會。 五、工作勝任:女性調查員亦能勝任外勤據點工作,對單位績效無明顯產生影響 六、就業困境:女性調查員在工作職場上,並未發現明顯的就業困境。 關鍵詞:調查局、女性調查員、性別刻板印象、玻璃天花板

It exits a traditional sexual stereotype in Investigation Bureau, Ministry of Justice (MJIB) in the earlier periods. People think females can't make strategical decisions and work on field assignment independently due to insufficient ability. Female supervisors of all walks of life increase gradually; on the contrary, the proportion of females serving as important positions in MJIB is lower. Glass ceiling effect is occurred in the workplace of MJIB. The main purpose of the research is to understand difficulties females face in the male-first workplace. By the methodology of qualitative research about 12 female investigators' deeply interviews, it's discussed whether sex distinction causes influence or not through female's points of view and experiences. Through discussion and information of each topic, it's found: 1.Female's employment: MJIB recruits new professional personnel through public and selective exams because of newer and newer crime technique. It still corresponds to the principle of equal opportunity and the most qualified candidate, not sexual discrimination occurred. 2.Assignment: Traditional division of assignment due to sex distinction is no longer happened to MJIB recently. Work is assigned by each investigator's professional specialty and willingness. 3.Pressure: More and more female investigators increase, more and more interaction among them creates. Supervisors encourage the leadership style of concern and then their working pressure is released obviously. 4.Promotion: Sex won't affect promotion, but female investigators will give up promotion opportunity because of family reasons. 5.Competence: Female investigators qualify assignment outside the office well; therefore, it doesn't affect department effect evaluation apparently. 6.Employment straits: It doesn't find obvious employment straits among female investigators.
