本研究旨在藉由美國國際退休教育基金會的例子來探討我國實施退休教育之可行性。為達上述研究目的,本研究採用訪談法來探討所欲解決的相關問題,首先就國內外退休教育之相關文獻進行探討,針對我國退休教育發展現況進行分析,並運用CORPS理論針對美國國際退休教育基金會之退休教育方案進行特色分析,以其架構進行本研究之訪談大綱編製,最後獲致研究結果,並根據研究結果提出具體建議。綜合文獻探討與訪談結果的研究發現,本研究獲致結論及建議如下: 一、結論 (一)InFRE退休教育方案亟具特色,值得我國學習仿效。 (二)我國未來實施退休教育有其必要性。 (三)我國宜建立退休證照制度及完整的退休專業知識體系。 (四)我國未來退休教育方案之實施,應分階段進行,且越早開始越好。 (五)大學院校宜開辦跨領域之退休教育學程。 (六)我國未來退休教育方案名稱應具有創意,內涵可參考InFRE三大層面之內涵,並加入符合我國國情文化之相關議題。 (七)我國未來應擴增退休教育方案之參與者。 (八)我國在退休教育方案資源上應拓展經費來源,並整合現有退休教育資源。 (九)我國退休教育方案之實施,初期適合由政府部門主導,制訂政策引導推動,待其上軌道後再交由大學或民間機構辦理為佳。 (十)我國退休教育方案之實施應採用多元化的實施方式,及整體性的行銷策略。 二、建議 (一)對政府部門的建議 1.制訂政策引導及鼓勵推動退休教育方案,並完善退休準備教育法令保障民眾受教權及學習權 2.退休教育宜分階段推動,並逐步將退休教育納入學校教育中 3.運用多元管道推動退休教育 (二)對大學院校之建議 1.成立退休教育研究中心,落實退休教育研究工作 2.成立跨領域退休教育學程,開設相關課程積極培育跨領域專業人才。 (三)對民間組織之建議 1.主動辦理退休教育,積極對外拓展關係網絡。 2.尋求多元管道,解決人力、經費、場地、設備不足等問題。 (四)針對研究範圍、對象、內容、方法,提出建議給後續研究者。
The aim of this study is to explore the feasibility of retirement education in our country by taking InFRE for example. The interview is adopted to solve the research problems of this study. First of all, document analysis is used to analyze the status quo of developing retirement education. And, CORPS theory is applied to analyze the features of retirement education program of InFRE. Then, according to the CORPS’s structure the semi-structural interview outline was compiled to conduct the research. Based on the findings of this study, the following conclusions and suggestions are presented. The conclusions 1.InFRE’s retirement education program has many special features and is worth us learning. 2.Our country has the necessity to implement retirement education. 3.Our country should establish the retirement certification system and a complete professional retirement knowledge system. 4.The implementing of retirement education program should carry out by stages, and the sooner, the better. 5.Universities should offer interdisciplinary course program about retirement education. 6.The program name should be creative, and the InFRE’s program content could be for reference. 7.Our country should expand the opportunities for more participants. 8.Our country should expand the sources of funding, and integrate the existing resources of retirement education. 9.The implementing of retirement education program should be led by the government initially to formulate policy to guide the processing, and then hand over to the University or private agencies when everything is on track. 10.The implementing of retirement education program should use multiple methods and the overall marketing strategies. The suggestions 1.For government (1)Formulate policy to guide and promote the development of retirement education, and make retirement education law to ensure people’s right to education and learning. (2)Retirement education should implement by stages and be included in the school education. (3)Use multiple channel to promote retirement education. 2.For universities (1)Establish retirement education research center, and do retirement education research completely. (2)Offer interdisciplinary course program and related courses to develop interdisciplinary professionals. 3.For private agencies (1)Provide retirement education and expand the network of relationships. (2)Seek multiple ways to solve the problems of lacking of human resources, funds, and facilities. 4.Some suggestions for future research, including research field, objective, content, and method.
