活躍老化樂齡學習系統方案規劃之研究

摘要

本研究旨在探討活躍老化樂齡學習系統方案規劃架構、實施策略與操作模式，提出研究結果作為國內推動樂齡學習方案之參考。為達上述研究目的，首先以理論探討文獻分析，發展活躍老化樂齡學習系統方案之架構；其次，透過焦點座談法，檢視架構、提出實施策略並修正訪談題綱；最後，以40位不同年齡、性別與社經背景高齡者為對象，實施半結構式訪談，獲至研究結果。本研究根據研究結果提出研究結論與建議如下：
一、 結論
(一) 活躍老化樂齡學習系統方案規劃包括三部分：規劃架構、實施策略及操作模式
1. 架構含三類學習目標、六大學習領域、12項學習主題及26個學習內涵。
2. 以高齡者中心、彈性變通整合資源、提昇專業以差異化行銷實施策略。
3. 規劃符合不同高齡者需求的一套整體動態循環且可執行的操作模式。
(二) 活躍老化樂齡學習系統方案規劃四大實施策略：包含產品、價格、通路及促銷
1. 實施差異化產品策略命名「福祿壽易學」分年齡與性別兩個系統模組。
2. 以價格策略區分義務教育、以工助學補助計畫以及樂齡學習自費產品。
3. 以通路策略輸送社區樂齡中心、高等教育機構和民間企業單位。
4. 以促銷策略制定機構辦理日間學期多元生活學程或自主團體學習方案。
(三) 活躍老化樂齡學習系統方案規劃四類操作模式：學科統整、多元操作、自主團體與特定對象
1. 學科統整模式：以學程策略建構高齡學習知識樹。
2. 多元操作模式：以多元操作習得調適因應的生活知能
3. 自主團體模式：以團體動力促進社會參與與延續成效。
4. 特定對象模式：以學習者特質規劃核心主題以符需求
二、 建議
(一) 活躍老化樂齡學習方案核心主題應以義務教育定位，編列教育預算支應。
(二) 應用活躍老化樂齡學習系統方案架構，具體實施並建立培訓與認證制度。
(三) 依據學習對象之年齡、性別與社經背景，規劃活躍老化樂齡學習系統方案。
(四) 培育樂齡學習方案規劃人才，運用產品、價格、通路與促銷實施策略。
(五) 培育樂齡教師，進行學科統整、多元操作與自主團體與特定對象操作模式。
(六) 活躍老化樂齡學習方案之參與志工，得以補助或減免部分學費。
(七) 針對研究範圍、研究對象、研究內容及研究方法，提出建議給後續研究者。

The Purpose of this study was develop the active aging elder learning program planning, framework、strategy and operating model. For research purposes, develop the active aging elder learning program framework based on the theoretical and literature analysis; secondly, through focus groups , law, architecture review, proposed the implementation of strategies and revise the interview subject headings; Finally, 40 elderly people for the study, using interviews methods get results. Based on the findings of this study, the following conclusions and suggestions presented.

The conclusions
1.Active Aging Seniors learning program planning system includes three parts: planning framework, implementation strategies and modes of operation.
2.The framework contains three types of learning objectives, the six fields of study, 12 study themes and 26 learning content.
3.Active Aging Seniors program planning four learning system implementation strategy: Contains product, price, channel and promotion
4.Active Aging Seniors Learning System program planning four modes of operation: Integration disciplinary, multi-operation, independent groups and specific objects
The suggestions
1.Core Learning theme should be compulsory orientation, education budget provision cope.
2.Applications framework, implementation measures set and establish training and certification system.
3.Depending on the learning objects planning active aging Ageing learning system solutions.
4.Nurture talent program planning, implementation strategies using 4P marketing mix.
5.Senior teachers use to cultivate the operating mode to match the elderly learners.
6.Volunteers involved in the program, to supplement or partial tuition waiver.
7.For the study, study, research, and research methods, to make recommendations to the subsequent researchers.
