摘要 我國於2005年1月11日立法院通過《全民國防教育法》,2006年2月1日開始實施,所以我國全體國民都有受全民國防教育的義務與責任。而全民國防教育的課程目標主要在建立學生對國家安全的認知與共識。 國軍實施募兵制之兵役政策已是我國民主轉型與社會多元開放下的共識,也是政府重要的施政計畫,更是我國建軍史上最重大的兵役制度改革。雖然國軍實施「精實案」、「精進案」、「精粹案」的兵力結構調整,至2014年底將兵力逐次調降至21.5萬人。但近來受到「少子女化」時代的衝擊及2013年7月3日發生洪仲丘事件造成國人對於國軍的不信任感,同時衝擊到志願役士兵招募兵員人數嚴重不足。原本規劃於2013年底達成全志願役常備部隊的目標時程延後兩年,計畫於2016年底達成。 本研究以臺南市高中職校軍訓教官推動全民國防教育的成效,利用臺南市聯絡處、國軍人才招募中心之次級資料,同時對南部地區國軍人才招募中心招募員、各軍種南部地區招募員、臺南市高中職校軍訓教官、臺南市高中職校畢業後考取志願役士兵人員及高三學生共計30員進行訪談,研究結果顯示臺南市軍訓教官推動全民國防教育對於高中職學生從軍意願有顯著影響,對於招募工作之推動也有發揮作用。 建議高中職校「全民國防教育」必修課程可增加兩學分,以利軍訓教官有較多時間利用全民國防教育課程介紹國軍概況及各類班隊招募說明,相信對於全募兵政策之國家重大目標的達成有很大幫助。
Abstract The Legislative Yuan, R.O.C., passed the Law of All-out Defense Education on January 11th, 2005. The implementation of the law on February 1st, 2006, makes All-out Defense Education duty and obligation for all R.O.C. citizens. Furthermore, the curriculum aims to enhance students’ knowledge and awareness about the national security. The implementation of the voluntary military forces is a trend as we are evolving into a democratic and pluralistic society. Also, it is a significant reform of the military service system. In correspondence with this policy, a series of streamlining programs coded as “Jing-Shih,” “Jing-Jin,” and “Jing-Tsui” will gradually reduce the armed forces to the number of 2.15 million by the end of 2014. Nevertheless, the declining birth rate and the case of Hung Chung-chiu, a corporal’s suspicious death while serving the detention sentence, have both had a severe impact on the poor recruitment of the voluntary military forces. Therefore, the Ministry of National Defense has decided to delay the complete conversion of all-voluntary forces till 2016. This thesis discusses the efficacy of the military instructors in Tainan City in promoting the All-out Defense Education. It first analyzes the data from the Military Training Instruction Liaison Office and the Recruitment Center of National Armed Forces. It also interviews 30 participants, including the recruitment officers, the military instructors, the voluntary soldiers, and the students of twelfth-grade in Tainan City. The result shows that the military instructors in Tainan City play an important role in promoting the All-out Defense Education, as well as the recruitment of the voluntary forces. Last but not least, in order to help achieve the all-voluntary forces, the thesis proposes that high schools can add 2 hours to the All-out Defense Education curriculum.
