探討企業實施綠色供應鏈之關鍵因素─以食品包裝材料工業為例

摘要


現今氣候變遷、能源與資源匱乏、環境污染日趨嚴重,使得綠色環保意識抬頭。針對產業綠色的永續發展及國際性能源和環境需要,環境保護及潔淨能源技術的發展,已成為新經濟時代下產業發展的新契機。本研究以食品包裝材料工業為例,發展與實證一個結合創新擴散理論與制度理論為核心的TOE架構,探討企業實施綠色供應鏈關鍵影響因素,與瞭解企業在實施綠色供應鏈實務運用狀況與績效及實施後所產生管理績效的影響。本研究發現對實施有正向影響的關鍵因素有:組織構面的高階主管支持、資訊分享;環境構面的競爭壓力、外部支援、政府政策與法規;系統構面的相對利益、相容性。當所處環境變遷快速與挑戰嚴峻,同業競爭越激烈及環境不確定越高,促使企業必須依賴資訊系統實施來輔助日常作業面對市場的多變需求。研究發現組織構面的正式化與集中化;系統構面的複雜性與成本,本應是實施時會產生負向的影響‧但因個案S公司採取原有的供應鏈管理作業模式,再將綠色環保需求,在工作規範與程序流程上作調整,以符合組織需求的整合管理系統,但因是公司急迫性的策略需求,故都沒有造成實施的負面影響。本次研究分析再次驗證高階主管的支持及鼓勵,絕對是影響創新科技採用的最重要因素。對於使用者而言學習新技術知識是一項挑戰;組織學習是能夠完成創造新的知識,並能提升組織共同分享的心智模式,對於資訊科技與實施是一項重要因素。研究發現將實施綠色供應鏈與導入系統後與傳統過去的績效比較,都有正向的影響與成長。

Abstract Due to today’s climate change, limited natural resource, and continuous environmental pollution, the trend for eco-conscious is increasing. Developing more perpetual eco-friendly industry, and new eco- friendly technique to meet up regulations but to save our earth is the next industrial trend for the in the new economic era. This analysis is based on the food packing industry, utilizing two theories to discuss the main reason for industry to implement eco-friendly supply chain (new eco-technique) and understand the effectiveness during and after the actual practice on the performance management. Theory used: develop and verify with the innovation diffusion theory; and institutional theory as the main core thought in Technology-Organization-Environment TOE framework. Advantages for implementing eco-friend industry bring positive effects such as structural /organizational support and sharing, environmental PEST (Political-Economic-Social-Tehcnology) competition; and systematic relative advantage and compatibility. When the competition, uncertain and rapid environmental change is making industrial more rely on the systematic information for support. Using basic framework such as structure frame with centralization and formalization; And systematic frame’s complexity and cost, our team reveal that the possible negative impact has not occurs during implementation One of our study case, the company remain its supply chain management procedure, then according to its commitment, partial adjustment was made based it’s existing corporation procedure in order to integrate with new eco-technique. But due to it is the company’s imperative strategy; thus no negative impact was found during the implementation of the eco-technique. Through the analysis, management support and encouragement are vital for the implement of the new eco-technique. Learning new technology can be a challenge for individuals; In order to implement and practice the eco-technique will depend corporate’s learning and sharing.
