以平衡計分卡建構校園安全工作管理機制之研究-以高英工商為例

摘要


安全是一切的基礎,小到個人身體的健康,大至國家的生存發展,一切都唯安全是賴。校園裡亦復如此,如果校園安全出了問題,一切的教育理念、學習作為都將皆付諸流水。軍訓教官為負責高中職校「校園安全工作」重要之執行者,軍訓教官人數面臨精簡問題,但校園安全問題卻日趨嚴重,如何透過有有效之校園安全管理機制,提升軍訓教官工作執行成效,對社會、學校、家庭及個人都有重大的影響。 本研究之主要目的在於導入策略管理之概念,並結合BSC與策略地圖之概念,以建構一個完善的校園安全管理機制。在研究方法上本研究採用個案研究法,並屬於個案研究法中之探索性研究。在研究設計上,首先訂定現行個案學校的績效衡量指標,再依據平衡計分卡的四個構面衡量方式,藉以瞭解實施之可行性。另外本研究更透過問卷訪談方式獲得個案學校校長、主任、教師與執行階層之軍訓主管、教官同仁、家長代表對校園安全工作績效指標之看法及具體建議,並以策略地圖觀點實際建構一套兼具應用性與實用性之BSC工具,以提供個案學校之校園安全工作政策制定與計畫修正之具體依據。 在建構之策略地圖中,除了原有校園安全計劃依據之減災、整備、應變、復原等四大工作重點外,另需達成之目的有二,其一是強化學校軟硬體設備及提升執行人員素質,其二則是營造零傷害、零意外之校園空間。而最終之策略目標則是「防患於未然,有效減低校園災害,維護學生安全,落實校園安全工作」。

Security is the foundation of everything. Whether it is an individual’s health or a country’s existence and development is based on security.It is the same to the campus. Once campus security goes wrong, all the educational beliefs and learning will be of no use. Currently, in high schools, military trainers are responsible for the enforcement of campus security.At the meantime, they are also faced with the tough problem of reducing the size of the staff. Campus security, however, is worsening day by day.Therefore, how to help promote the effectiveness of military trainers’ work by employing effective governance mechanism of campus security will tremendously influence the society, schools, families as well as individuals. The aim of this study is to implement the concept of Strategic Management, combined with that of BSC and Strategy Maps, to construct a well-rounded governance mechanism of campus security.This is a concentrated case study. First of all, the researcher sets a fixed standard to evaluate the effectiveness of the target school, and then the researcher demonstrates the feasibility of the evaluation according to four dimensions of BSC.Besides, through questionnaires and interviews, the study derives enlightened opinions and workable suggestions from the target school’s principal, administrators, teachers, military superiors, colleagues, and the representatives of parents. Most importantly, the study establishes a set of BSC tools complete with practicable and practical qualities to offer the target school a solid basis for policy-making concerning campus security and for its revisions later on. In the constructs of Strategy Maps, aside from the original four key points in campus security—reducing accidents, making sufficient preparations, reacting without delay, and restoring in no time, two purposes are especially meant to achieve. One is to strengthen the hardware and software in school as well as to enhance the quality of military trainers.The other is to create a zero-injury and zero-accident campus.And the final goal is to “prevent accidents in advance, lower the rates of campus accidents, ensure students’ safety, and better the work of campus security.
