民營有害事業廢棄物機構從業人員對環保法規認知問題之探討

摘要

近年來鑑於國內有害事業廢棄物任意棄置衍生的問題日益嚴重，台灣環境保護署已訂定多重的法令規範稽核管制有害事業廢棄物的清除處理工作。目前國內有害事業廢棄物的之清除運送，依據現有之環保法令規範僅可由甲級清除機構從事此項業務，但有害事業廢棄物的種類包羅萬象及性質迥然不同，然而政府公部門對於清除運送車輛的法令規範及清除機構對有害事業廢棄物之相關認知是否充足研究不多。本研究係以問卷調查方式探討國內南部五個縣市地區之民營清除有害事業廢棄物甲級清除機構從業人員對於清運過程之認知程度，及政府法令規範之瞭解並結合公部門稽查人員管制實務現況等作調查分析。研究調查結果顯示高達96 ％之甲級清除機構從業人員對政府訂定刑責規定之法令規範認知事項最清楚，有92 ％從業人員清楚知道什麼是有害事業廢棄物及適合清除的機具、有50 ％從業人員知道需隨車攜帶緊急應變方法說明書及防護裝備與緊急應變器材之使用。就行政機關執行方式方面，有80 ％從業人員對於政府公部門稽查人員執行方式滿意、有40 ％不滿意稽查人員之表達技巧。顯示甲級清除機構從業人員就清除有害事業廢棄物之防護裝備及緊急應變器材之操作使用尚需提升認知程度，而政府公部門稽查人員執行稽查時之表達方式仍有待檢討改善之空間。

Recently, the problem of hazardous waste arbitrarily discarded has become seriously day by day. Taiwan EPA has made multiple laws and standard to audit and control the job of hazardous waste clean away. According to the regulation of environmental laws, only the first grade cleaning enterprise is engaged in hazardous waste cleaning and transportation. But hazardous wastes generated from possess different properties various sources, the researches of government for the transportation vehicle and hazardous wastes perception problem of cleaning enterprises are lacked in Taiwan EPA.
In this research, the authors used questionnaire method to collect and analyze related information of hazardous wastes cleaning enterprises located at five counties of Southern Taiwan. To understand the degree of transport cognition, government decrees, and existing conditions of government official for those faculty, The results reveal that up to 96 % of faculty engaged in first grade cleaning enterprise know about environmental decrees and norm; 92 % of them know the definition of hazardous wastes and suitable for machine, 50% of them know that they have to carry urgent emergency standard operation process manuals, protection equipments and urgent emergency equipments with the car. For the way of administrative organizations, 80 % of faculty is satisfied with administrative staffs to inspect mode that they carry out, but 40 % of them are not satisfied with the express process. These results indicate that faculty engaged in first grade cleaning enterprises need to be promoted their perceptions on protection equipments and operation of urgent emergency equipments; in addition, the express process of administrative staffs are still continued improving during inspect process.
