應用模糊理論建立專案經理人指派機制

A Project Manager Assignment Mechanism Using Fuzzy Theory

摘要


本研究應用模糊理論將專案特性與專案經理人特質模糊化,建立專案經理人與專案媒合機制,做為指派專案經理人之依據。經文獻探討後將專案特性分為複雜度、預算、執行時間、內部文化、外部文化等13種;將專案經理人特質分為管理能力(專案規劃)、商業與策略能力(顧客考量)、技術能力(專業領域)等13種。此13種特性與13種特質,均經過實務專家之確認。本研究並以實務的案例,驗證所發展之指派機制之適用性。研究發現,所歸納之13種專案特性與13種專案經理人特質足夠描述不同專案與專案經理人的差異;研究中所建立之專案經理指派機制能客觀的媒合專案經理與專案,且能指出指派結果差異的原因。但實務上往往指派專案有特殊之考量,而特殊的考量僅適用於當下指派的個案。

This research establishes a project manager assignment mechanism. 13 project attributes, such as complexity, budget, schedule control and etc. are identified from literature. Furthermore, 13 project manager characteristics, for example, management ability, technical competence, business and strategic competence and many others are collected from literature. All of the attributes and characteristics are examined by senior practical participants. Fuzzy theory is used to capture the fuzziness of the description of those project attributes and manager characteristics. An example from the practical project manager assignment task is used to examine the appropriateness of proposed assignment mechanism. By looking at the result of the example, it is found that the proposed assignment mechanism can reasonably and logically assign a suitable project manager to a project. But it is also found that there still are some case dependent factors which are not included in the proposed mechanism. These case dependent factors only appear in the specific case, not every case, and play a decisive role in assigning project manager to the project.
