在永續與生物多樣性的潮流下，人類對遊憩與環境教育的需求隨之增強，國家公園的使命也愈趨多元，其重視程度更是與日俱增。本研究以墾丁國家公園為研究對象，環境與水質在權屬體系上受墾丁國家公園管理處所管轄，而環境與水質的良窳是否造成遊客與開發者對園區認知產生影響為本研究所探討之重點。研究中並嘗試以遊客與開發者的觀點分析國家公園適當遊憩量與開發量。
本研究利用文獻回顧法、歸納法、問卷法與訪談法作為資料統計分析工具。研究中主要係探討（1）環境與水質對遊客遊園體驗後之園區意象及功能認知之關聯性；（2）環境與水質對開發者意願之關聯性；（3）遊憩行為與開發行為增加過程中，遊客因素影響之情形，並與政府統計資料做比較。藉由本研究分析結果以協助國家公園管理處在經營及研究上，掌握遊憩量與開發量、改善環境與水質並建立經營方針之參考，以增進國家公園之各項功能。

The Contents of Abstract in this Thesis:
By the current of sustainable and biodiversity trend, more strong demand for the recreation and environment education in the world. The missions of national park are getting more multiple and importance, This study object on Kenting National Park range which authorized by the Kenting National Park Administration, To find out the recognition of tourist and exploitation relevant to the environment and water qualities, Also to analysis the capacity of recreation and development.
This research base on ：（1）To explore the relevant with park environment and water qualities which effected and recognized the functions and impressions by the tourists experiences in the park.（2）To study the relevant of environment and water qualities by the development inspirations.（3）To check the progressively movement of the recreation and development, and the fact of tourist affections, to match with the combination of the statistic data of CPA of ministry interior and tourism department.
To dedicate the resolution for the reference of National Park future environmental project designs and policies, and satisfying the tourist anticipate to the park visiting.
This research also willing to use the ways of review literatures、generalize、questionnaire、and interview for data collection analysis, and respectively the results will contribute to control the park maintenance and handle the development qualities and recreational quantities, and improvement of water qualities and the park functions.
