高雄市青年農民計畫參與者滿意度分析

摘要

近年來農業面臨長期缺工以及高齡化之問題，高雄市政府推出高雄型農計畫吸引青年返鄉務農，同時為了擺脫農業的傳統框架，積極推廣以「只教生財，不教生產」為計劃核心，提供青年農民不同面向之輔導。
本研究目的是為了瞭解高雄型農計畫如何發揮其正面影響力，提高青年農民回鄉從農之比例，並採用二階段研究，第一階段利用SERVQUAL服務品質模型之構面及李克特五度量表模型設計問卷，作為研究前測之參考。第二階段則邀請三位第一屆高雄型農之青年農民進行深度訪談，並說明其對於高雄型農計畫的實質想法以及滿意之程度。本研究發現，無論是藉由問卷調查或者是深度訪談，都得到了青年農民們給予正向的肯定，更透過高雄型農們的經驗分享，了解到最滿意之輔導政策屬異業結盟以及型農雜誌，更能替青年農民輔導計畫提供未來輔導政策之方向。

In Taiwan, the agriculture industry has been facing the problems of lack of labor and aging. The Agricultural Bureau of Kaohsiung City Government established a different approach to attract the young generation to join the agriculture industry, which focuses on training marketing and processing, rather than the technical aspect of agricultural production.
The purpose of this study is to figure out how Kaohsiung's young farmer program successfully increases the young people stay in the agriculture industry.
To understand the level and aspects of satisfaction among the participants of the program, this research uses two-stage-approach: first, the research used the questionnaire based on the SERVQUAL model and the Likert five-point-scale for the measurement. In the second stage, the research conducted an in-depth interview with three most active participants from the first young farmer program to understand the attractiveness of the program.
The results of the research indicated that young farmers have positive feedback through the questionnaires and in-depth interview. Especially by the in-depth interview that indicated the most satisfaction belong to alliances and the Empower magazine. In conclusion, this research also can provide a suggestion for future counseling policies for the program.
