台灣清真認證食品安全及外銷效益之個案研究

摘要


近年來台灣食品安全事件頻傳,造成台灣食品出口不振,業績年年下滑,雖市場已漸漸回溫,但仍難以恢復原有市場。適逢東協國家崛起,台灣推動新南向政策(New Southbound Policy),開發東南亞新興市場,使得許多業者紛紛接觸穆斯林市場。穆斯林受宗教教法的規範,為確保飲食上的合法(Halal),所購買的加工食品需取得清真認證。清真認證在食品安全上,從源頭管理、生產製造、倉儲物流、重要管制點至教育訓練等,多方面保障穆斯林食品的安全。全球有數百家的清真認證,在申請清真認證前應確認目標市場是否承認。台灣有數家清真認證單位,但對於馬來西亞,唯有台灣清真產業品質保證推廣協會(THIDA)有與馬來西亞伊斯蘭教發展局(JAKIM)簽訂互相承認。在外銷效益上,取得受認證機關認可的清真認證,不代表能受到穆斯林認同,立即取得外銷效益,但有清真認證之產品能在伊斯蘭國家公開上架販售,並且能廣泛推廣、宣傳,讓更多客戶群接觸產品,甚至推廣至其他國家穆斯林市場,以擴展外銷市場,達到更廣大的外銷效益。

In recent years, food safety incidents in Taiwan have been frequently reported, which lead to the decreasing of Taiwanese food exportation. Though the business nowadays’ situation had gradually coming back to the bright side but there is still a gap to back to its glory. However, with the rise of Southeast Asia, Taiwanese government follow the flow to make the New Southbound Policy and developing the huge market of Southeast Asia; let lot of domestic food manufacturers start their business to the muslin market. Muslin do have to follow the rule and the specification from Koran, to ensure the legitimacy (Halal) of their diet, the processed products need to get the approval Halal certification. Halal certification ensure the food safety for Muslim in a multiple way, including sources managements, producing, warehousing and logistics, CCPs, staff education and training. There are hundreds of Halal certification institutions in the world, before apply from any of the institution, food manufactures should check whether the certification might be admitted in the target market or not. There are some Halal certification institutions in Taiwan, but for Malaysia official, there is only one institution from Taiwan own mutual recognition with the Jabatan Kemajuan Islam Malaysia (JAKIM), which is Taiwan Halal Integrity Development Association (THIDA). For export performance, even the food manufacturers own the Halal certifications from the association; it does not mean the food a manufacturer is also being accepted from the Muslim. Which mean: with a certification does not mean with the place inside the market. But with Halal certification, products can be sale publicly in the Muslim states, also, can be promoting or advertising more frequently; things  above can help food manufactures do their promotion, let more in needed customers to know their products, and even promote to other Muslim countries for build bigger market and make a better performance.
