農業缺工問題日益嚴重,在各地區農產業經營管理的實務需求上,季節性缺工對於產業影響最鉅。農委會(輔導處)推動農業季節性缺工2.0措施,執行效益與產業反應是為影響農會營運升級與地區農業政策之綜合發展的要素,故作為這次研究方向目標。 本研究試圖利用農業產業推廣的政策,農業師傅的投入和產出指標,對參與農業師傅和用人單位進行深入訪談,以衡量農業師傅所產生的各方面的意願和執行效率。整體而言,在現階段,雇主對人力調度情況感到滿意。大多數雇主都會尊重農民協會的工作來協調他們的工作時間表,避免工作時間的短缺,這樣農業師傅就可以輪流在農場工作並增加他們的工作天數創造雇主與員工雙贏局面。依據屏東縣南州地區農會農業師傅團SWOT矩陣分析結果,探討關於高度相關聯策略之執行。
The problem of agricultural shortage is becoming more and more serious. In the practical needs of agricultural industry management in various regions, seasonal shortages have the greatest impact on the industry.
