專案經驗對專案管控能力認知的影響

本研究主要目的探討專案經驗對於專案管控能力認知之影響。目前有關專案管理的的研究，多是探討專案管理策略或其關鍵指標因素，對於中大型公民專案管理其間的差異，及承辦人的專案經驗對專案管控能力上的認知極少探討。本文對於專案管理的管控能力認知，進行全面的檢視，透過公民營專案客戶的調查與深度訪談，進而了解系統整合服務廠商在執行專案管理時，對專案客戶本身管控能力上的了解；並檢視承辦人專案經驗在專案管控能力上的優勢與待加強的管控能力指標上的影響及差異。本文透過網路及紙本問卷方式，針對國內公私營機構中的承辦人員為主要受訪者，使用T檢定和變異數分析方法來進行研究假設之驗證。研究結果發現:(1)承辦人的專案經驗越高越重視溝通管理(2)承辦人的專案經驗越少越重視資源的管控(3)公營專案承辦人越重視健全的團隊(4)公民營專案承辦人對於設計變更、專案需求變動頻繁及人力資源管控等方面均為重視。本研究證實專案經驗對專案管控能力有相對的影響，期望此研究結果能提供系統整合業在執行專案管控及專案計畫客戶業主擬定改善專案管控能力時的參考並提供建立內部管理策略之參酌。

This research focuses on studying how project management experiences affects a contact person's cognition of project controlling abilities. The current researches of project managing focuses on studying project managing strategies and or its key factors, but very few of them mentions differences between middle and large citizen project managing and how project management experiences affects a contact person's cognition of project controlling abilities. This article takes an comprehensive inspection on the cognition of project controlling abilities. Through the investigations and deep interviews of citizen project clients, we can learn that how much a system integrator knows their client's project controlling ability when they implement a project; we can also inspect contact person's project management experiences have what kind of advantage in project controlling abilities and influences of controlling ability scale. This research interviews contact persons of public and private organizations in the country using web surveys and questionnaires; then we use T-test and analysis of variance to verify research hypotheses. The results found that: (1)If a contact person has more project management experiences ,they value communication management. (2)If a contact person has less project management experiences ,they value resource management. (3)The contact person of public projects values sound teams. (4)The contact person of public projects cares about design changes, project requirements changing frequently and poor management of human resources. The research confirmed that project management experiences have relative influences on project controlling ability. We hope that when system integration industry is implementing a project management, clients drawing up a plan of improving project controlling ability and establishing internal management strategies, the above can provide for their reference.
