私立大學校院經營績效之研究- - - 整體發展獎補助經費的觀點

A Study of the Operating Performance for Private Universities and Colleges in Taiwan--- From the Funding Program Point of View

摘要

本研究係由教育部整體發展獎補助經費的觀點探討我國私立大學經營績效。以資料包絡分析法（Data envelopment analysis，DEA）分析94到97學年度35所私立大學校院在專任教師數、行政支援人力總數、校舍樓地板面積3個投入項；以及學生總人數、國科會學術研究計畫總件數、整體發展獎補助款3個產出項間的效率表現，輔以差額變數、敏感度、麥氏指數進行學校經營績效的實證分析。爾後，採用Wilcoxon Rank Sum Test與Spearman等級相關檢定進行大學經營績效與獎補助款之間關聯性分析。
經過實證分析結果，35所私立大學中表現最好的為元智大學，97學年度以亞洲大學參考集合次數最高。以「效率面」來說，各私立大學實質上經營績效無相差太多，且獲獎大學本身效率值亦應達到可獲得教育部獎補助款的要求。
本研究中，各校對學生總人數敏感度最高，顯示學生總人數為私立大學校院經營績效之關鍵因子。由對麥氏指數的檢視可發現國內各大學有小幅衰退，部分學校雖小幅成長，但整體向下衰退的趨勢不變，顯示新設立或改制的私立大學在競爭激烈的環境下比起其他學校面臨更嚴峻的生存危機。
在統計分析方面，依Wilcoxon Rank Sum Test 所獲得的結果為獲得獎補助款之大學排名與其相對應經營績效值對比排序並無差距；依Spearman等級相關檢定得知，大學績效值排序愈佳並不表示可獲得補助款金額愈多。

This study focuses on the operating performance of private universities and colleges in Taiwan from the point of view of funds provided by Ministry of Education. It uses data envelopment analysis (DEA) to analysis the three input items, including the number of full-time teachers, the total number of staff members, and school floor area of 35 universities during the period 2005-2008. The three output items are the total number of students, the total number of academic research projects funded by National Science Council, and the Funding Program correlation efficiency. Slack analysis, sensitivity analysis and Malmquist index are used to analyze the results. Finally, it uses Wilcoxon Rank Sum Test and Spearman's Rank Correlation Test to process the correlation analysis between the universities' operating performance and the education funding program.
Yuan Ze University has the best performance among the 35 private universities according to the results of analysis. Asia University owns the highest number of reference collections during 2008. In the aspect of efficiency, there is no huge difference between private universities in reality, and the universities' efficiency value also meets the minimun requirement for funding of Mininstry of Education.
In this study, the total number of students is the most sensitive parameter and is the key factor of the operating performance of private universities. By Malmquist index analysis, most of the universities' Funding Programs gradually decrease during the past four years and the trend of gaining a funding program is declining. The results also show the new private univertisies face more competitive environment than other private universities. With regard to statistic analysis, the results of Wilcoxon Rank Sum Test shows the ranking of funds obtained and that of correlative operating performance among universities are the same. The result of Spearman's Rank Correlation Test is that universities having a higher ranking of operating performance does not mean more funds will be obtained.
