探討薪富管理資訊系統對理財效能之影響-以憲兵為例

摘要


本研究目的主要在探討薪富管理資訊系統運用在使用者關於操作上針對系統部分有無需要在更精進的地方,為了達到研究目的,本研究由於台北憲兵單位現役中、高階主官或業務主管之軍士官,故本研究採次級資料收集法,運用蒐集的資料及研究者廣泛蒐集的資料,作綜合性分析,並且採取「專家深度訪談法」,以「半結構訪談方式」進行深度訪談,來瞭解目前使用者對薪富資訊系統的認知程度、使用意願,並對網路銀行系統進行比較,以精進薪富資訊系統的服務品質。 國軍財務處屬於軍事單位,在國軍中唯一提供相關金融服務,如薪餉發放、各項補助申請及軍人儲蓄等作業。先前以人工方式發放現金方式給國軍人員,此作法極為消耗人力,也有金錢上的短缺風險。為了節省人力資源及各項風險,後續研擬了財務資訊系統與金融機構配合(中華郵政、合作金庫、台新銀行及土地銀行)直撥至國軍人員個人帳戶,足以降低了現金短缺上的風險。因此如何以顧客導向的理念,以提升薪富資訊系統服務品質及增進滿意程度,也是一門重要的課題。基於此緣由,引發本研究探討使用者對於薪富資訊系統使用的行為分析,來了解對薪富資訊系統與現行網路銀行比較之後的認知情形、使用意願與使用建議。 此系統運用科技資訊的創新,改變傳統必須臨櫃申請使用時間上等限制,藉由網頁即可查詢到個人薪資及各項經由財務處服務的金流資訊,以利個人財務上的運用及掌握,藉由研究發現,受訪者對於此系統僅能使用軍網方式才能查詢相關資料,故相對便利性降低許多,無法隨時使用民網做查詢,訪談過程中軟體使用上介面相對簡單容易操作,較常使用功能為查詢個人薪餉或各項補助入帳情形等項目,對於建議精進方面為期望推展民網使用軟體及提供基本的轉帳功能,以利金錢上運用。

The main purpose of this study is to explore the need for further improvement in certain aspects of the salary and wealth management information system based on user feedback and operations. To achieve this research objective, the study focuses on active duty non-commissioned officers serving in the Taipei Military Police unit who hold middle and senior-level positions or are in charge of operations. The research adopts a secondary data collection method, utilizing collected data and extensive data gathered by the researcher for comprehensive analysis. The study also employs the "expert in-depth interview method" using a semi-structured interview approach to gain insights into users' current level of awareness and willingness to use the salary and wealth information system. A comparison with internet banking systems is conducted to enhance the service quality of the salary and wealth information system. The Financial Management Department of the Armed Forces is a military unit and the only provider of relevant financial services within the military, such as salary distribution, subsidy applications, and military personnel savings. Previously, cash was manually distributed to military personnel, which was highly labor-intensive and posed financial risks. To save manpower and mitigate risks, a financial information system was developed in collaboration with financial institutions (Chunghwa Post, Cooperative Bank, Taishin Bank, and Land Bank) to directly deposit funds into the personal accounts of military personnel, reducing the risk of cash shortages. Therefore, improving the service quality and enhancing satisfaction with the salary and wealth information system from a customer-centric perspective is an important issue. Based on these reasons, this study aims to explore users' behavior regarding the use of the salary and wealth information system, understand their perception, willingness to use, and provide suggestions after comparing it with existing internet banking systems. This system utilizes innovative technology and information to overcome the time constraints of traditional counter-based application processes. It allows individuals to access personal salary information and financial flow data from the Financial Management Department through a web portal, facilitating personal financial management and control. Through the research findings, it was discovered that users can only access relevant data using the military network, reducing the convenience as they cannot query information using the civilian network at any time. During the interviews, it was found that the software interface was relatively simple and easy to use. The most commonly used functions were checking personal salary and subsidy disbursement status. Suggestions for improvement included promoting the use of civilian network access to the software and providing basic transfer functions to facilitate monetary transactions.
