數位學習應用於警察學科常訓接受度之研究-以保安警察第五總隊為例

摘要


警察之組織編制及工作性質特殊,其人數眾多、勤務時間不定、駐地分散等特性,非常適合發展數位學習,學科常年訓練透過導入數位學習之方式,能大大提升訓練之質量,並有效降低訓練成本。受我國政府為降低財政危機之風險、力推年金改革政策之影響,近年來已引發一波員警之退休潮,而警政工作之推動相當仰賴經驗傳承,短期間大量有經驗之員警退休,已造成警政工作經驗傳承之斷層,建立警政工作專屬之教育訓練數位學習平臺實刻不容緩。 本研究以解構式計畫行為理論為主軸,探討警察人員對數位學習應用於警察學科常年訓練之接受度,並採用問卷調查之量化研究方法,以內政部警政署保安警察第五總隊實際參與學科常年訓練講習之警察人員為研究對象,本研究總計發出300份問卷,回收有效問卷計277份,回收率為92.3%。研究結果顯示,影響警察人員對數位學習應用於警察學科常年訓練之因素有:「知覺有用性」、「相容性」、「上級影響」、「同儕影響」、「自我效能」、「幫助條件」、「態度」、「主觀規範」及「知覺行為控制」等9項因素。 本研究建議如欲推廣學科常年訓練導入數位學習,可透過上級主管機關及同儕力量推動支持數位學習,提升員警使用數位學習之能力及相關軟、硬體設施、資源,並以編排勤務之方式提供專屬之數位學習時段,進而能提升其對數位學習之使用意圖。

The police nature of organization and work are special, E-learning model is perfectly fit in the new stage which owns mass population in our police organization, various police stations, and indefinite duty services. E-learning applying for Police Routing Education and Training Programs can improve training quality and reduce costs. Our government promote annuity reform policy for reducing the risk of fiscal crisis, it leads to wave of police retirements. The promotion of police work relies heavily on the inheritance of experience, and a large number of experienced police officers retired in a short period of time has caused a gap in the inheritance of experience. It is imperative to establish an E-learning platform for police education and training. The goal of this study is to explore the acceptance of the police using the e-learning in their subject training based on the DTPB model. This study proceeds the quantification research and the sample is the learners join subject training in The Fifth Special Police Corps, National Police Agency, Ministry of the Interior. The survey research total of 300 questionnaires were administered, and the effective response rate was 92.3% with a sum of 277 respondents. The results indicated that nine factors influencing the behavior includes perceived usefulness, compatibility, superior influence, peer influence, self efficacy, facilitating conditions, attitude, subjective norm and perceived behavior control. The study suggests in order to popularize E-learning applying for Police Routing Education and Training Programs, you can promote E-learning through the superior and peer influence, developing the ability of the police to use E-learning, promoting the hardware and software facilities, and providing a dedicated E-learning session to enhance the intention of using e-Learning.
